About this file
This is a Statement of Work (SOW) for bulk liquid oxygen services at VA Long Beach Healthcare System. The contractor shall provide all labor, personnel, equipment, tools, materials, and supervision necessary to supply medical-grade bulk liquid oxygen for patient care at the facility located at 5901 E. 7th Street, Long Beach, CA 90822. Key performance requirements include maintaining liquid oxygen tanks with associated equipment (meters, valves, pressure gauges, flow meters, alarms) at Building 5C and a new proposed location behind Building 1 at the Dietary Loading Dock, providing routine tank refills to maintain minimum safe fill levels, daily bulk inventory reporting to Facilities Management, and maintenance and calibration of remote alarms and pressure sensors. The contractor must utilize telemetry systems for automatic refill notifications and ensure all equipment integrates with the VA's Metasys Building Management System from Johnson Controls. Tank refills should occur before reaching 35 percent fill level, with signed delivery receipts and pre-departure system checks required.
The SOW addresses a future construction initiative occurring in FY28-FY29 whereby the existing Matheson bulk oxygen tank farm will be relocated from Building 5C to a new site. The contractor must coordinate with the VA's Architect/Engineer during the design phase to provide site requirements and installation specifications, offer proposals for both procuring existing Matheson tanks or providing new tanks, conduct site inspections for equipment compatibility, and perform all necessary site modifications and installation at no additional cost to the Government. The contractor shall provide a written VA-approved plan for continuous oxygen supply, furnish temporary oxygen prior to existing tank removal, and begin new equipment installation within 10 days of tank removal. The contractor must maintain the Emergency Oxygen Supply Connection throughout construction and commissioning at no additional cost. The base period of performance begins December 1, 2026, with options to extend. All contractor employees must comply with VA regulations regarding identification, parking, smoking prohibitions, cellular phone restrictions near medical equipment, and weapon possession prohibitions.
