About this file
This is a Statement of Need for the replacement of an X14 Frequency Multiplier (A2A1 unit) required by the National Weather Service Radar Operations Center in Norman, Oklahoma. The National Stock Number is 5998-NX-400-0593, and the Agency Stock Number Reference Identification is R400-4A1A2A1. The A2A1 unit is a fixed-frequency, 14-times frequency multiplier that accepts a +10 dBm 57.5491 MHz input signal and outputs two phase-coherent 805.6874 MHz signals at approximately +0.5 dBm and +4.0 dBm. The current unit reached end-of-life in 2018 and is no longer repairable. The procurement is classified under NAICS 334419 (Other Electronic Component Manufacturing) and PSC 5998 (Electrical and Electronic Assemblies, Boards, Cards, and Associated Hardware).
The replacement unit must meet specific electrical, mechanical, and environmental requirements as defined in the attached ROC Drawing 2200737 Rev B. Key electrical specifications include input VSWR no greater than 1.5:1, 50-ohm characteristic RF impedance, phase noise gain not exceeding +30 dB at any point from 10 Hz to 1 MHz offset, average phase noise gain not exceeding +25 dB, and operation on +15 VDC with maximum 300 mA draw. Mechanical requirements mandate form and fit identical to the original enclosure with corrosion-resistant and electrically conductive coating, and elimination of four tuning screws. Environmental specifications require operation from -40°C to +85°C and at elevations up to 3,300 meters MSL. The procurement contains two CLINs: CLIN 0001 requires delivery of one First Article unit within 20 weeks of purchase order award to the Radar Operations Center in Norman, Oklahoma, including a First Article Test Report; CLIN 0002 is an optional production CLIN for 26 units to be delivered within 20 weeks of First Article Acceptance to the National Logistics Support Center in Grandview, Missouri. Both CLINs include FOB Destination shipping. The Government will conduct physical inspection and testing with final acceptance or rejection within four weeks of First Article delivery.

Statement of Need Replacement of X14 Frequency Multiplier
NWS Radar Operations Center
OR-FY26-03422, REQUIREMENTS-26-3520, 142082-26-0434
1. Purpose
The National Weather Service (NWS) Radar Operations Center (ROC), WSR-88D NEXRAD Radar Program, located in Norman, Oklahoma, requires a replacement for the X14 Frequency Multiplier utilized within the NEXRAD receiver.
The X14 Frequency Multiplier will be referred to as the A2A1 unit in this document and is otherwise identified by the following:
National Stock Number: 5998-NX-400-0593 Agency Stock Number Reference Identification: R400-4A1A2A1
The current A2A1 unit is no longer repairable or purchasable. As such, NWS is seeking a replacement A2A1 unit capable of meeting current and future operational needs while maintaining the required fit, form, and function of the existing A2A1 Assembly.
NAICS 334419 – Other Electronic Component Manufacturing.
PSC: 5998 – Electrical and Electronic Assemblies, Boards, Cards, and Associated Hardware.
2. Background
The NWS ROC NEXRAD Program is responsible for the lifecycle support of the WSR- 88D NEXRAD radar and related systems. There are 158 operational radars located within the continental United States and select sites overseas.
Each radar consists of three primary parts:
1. Radar Data Acquisition (RDA);
2. Radar Product Generator (RPG); and
3. Various product display systems.
The A2A1 unit is a fixed-frequency, 14-times frequency multiplier. It operates by distorting the input sinusoidal waveform, then isolating the 7th harmonic through a tunable comb-line filter for 7x multiplication. The 7th harmonic is amplified, then LC filters are used to isolate the 2nd harmonic for 2x multiplication. Finally, the resulting 805 MHz signal enters two additional amplification stages before the signal is split into two different output power levels using two resistive pi networks in parallel.
The A2A1 unit is part of the greater WSR-88D RF Generator assembly, which is responsible for creating the radar’s operational frequency. The A2A1 unit receives a
57.5491 MHz input signal at J1 from a crystal oscillator module and outputs two
805.6874 MHz signals at J2 and J3. The J2 and J3 output signals are routed to two separate mixers.
The current A2A1 unit reached end-of-life (EOL) in 2018 and is no longer able to be repaired. NWS seeks to ensure that an A2A1 replacement is available for continued sustainment, compatible for use within the WSR-88D NEXRAD Doppler Radar system.
3. Requirements
The Source Control Document (SCD), ROC Drawing 2200737, is attached to this purchase request. This drawing establishes the WSR-88D requirements for the A2A1 unit, part number 2200737-201.
Any future A2A1 replacement units will require the following minimum technical aspects for use within the NWS ROC WSR-88D NEXRAD Doppler Radar.
Note: Vendors should reference the attached Source Control Document for applicable tolerances.
Electrical Requirements
The replacement A2A1 unit shall:
1. Accept a +10 dBm 57.5491 MHz CW signal and output two phase-coherent 805.6874 MHz CW signals at approximately:
