About this file

This is a Cold Weather Shelter Partnership Application for Hillsborough County, Florida, seeking qualified 501(c)(3) organizations, faith-based organizations, shelters, and community service providers to provide emergency shelter during the FY 2027 cold weather season from November 1, 2026 through March 31, 2027. The County will activate the Cold Weather Shelter Plan when temperatures at the Plant City Municipal Airport drop to 40 degrees or below, including wind chill, for two consecutive hours between 6 p.m. and 6 a.m. Organizations may apply to operate congregate shelters (with a minimum capacity of 10 people), non-congregate motel voucher programs, or both. Congregate shelters must open no later than 6 p.m. on activation days and remain open until at least 6 a.m. the following day. All applicants must secure facilities with adequate heat, plumbing, electricity, and separate male and female restrooms; provide meals including hot dinners, beverages, and take-away breakfasts; maintain security from 6 p.m. to 6 a.m.; and submit daily census reports by 10 a.m. following each activation. The County will provide bus passes, mats, blankets, and personal protective equipment as available.

Stipends for congregate shelters range from $5,333 for shelters with capacity up to 10 people to $16,000 for shelters with 61-80 capacity, based on a minimum of 20 activation nights during the season. Additional stipends are calculated on a prorated basis for activations exceeding 20 nights at $400 per additional day. Non-congregate shelter operators receive administrative fees of $5,000 for up to 25 motel rooms, $7,500 for 26-50 rooms, and $10,000 for 51-75 rooms, plus reimbursement for actual room costs and incidentals up to $5,000 to cover pet fees and room damages. Security costs up to $300 per activation are reimbursable with approved documentation. Congregate shelter stipends are distributed in two payments: 50% upon execution of documents and 50% at the end of the season in March 2027. Non-congregate administrative fees are distributed similarly, with reimbursement requests submitted weekly to HCSColdWeather@hcfl.gov. The total project estimate is $250,000 for FY 2027. All applicants must pass annual inspections by Hillsborough County Code Enforcement or provide inspection reports from the Florida Department of Business and Professional Regulation. A Cold Weather Shelter Wrap-Up Meeting is scheduled for May 2027.
