About this file

This is a Responsible Contractor/Subcontractor Certification Cover Sheet for Montgomery County, Pennsylvania, establishing eligibility requirements for contractors and subcontractors bidding on public works projects. The certification document requires contractors to attest to their compliance with 16 general requirements applicable to all firms, including valid licensing and credentials, bonding and insurance coverage, absence of debarment or suspension, and no prior defaults or license revocations within three years. Additionally, contractors must certify their ability to employ sufficient craft labor personnel at applicable wage and fringe benefit rates, ensure all craft employees complete OSHA 10-hour safety training, participate in bona fide apprenticeship programs registered with the U.S. Department of Labor, and maintain technical qualifications and financial resources necessary for project completion. Prime contractors and construction managers face additional requirements to ensure at least 70 percent of craft labor comprises journeyperson workers or registered apprentices and that one project representative completes OSHA 30-hour training prior to work commencement.

For subcontracting arrangements, prime contractors must submit a detailed subcontractor list within seven days of receiving a Notice of Intent to Award, obtain Responsibility Certifications from all identified subcontractors, and comply with restrictions on using unlisted subcontractors. Projects subject to Community Participation Goals require contractors to make good-faith efforts to allocate 15 percent of total project dollars to local businesses, 5 percent to disadvantaged businesses, and 3 percent of labor hours to individuals residing within five miles of the 19401 zip code. Contractors must maintain documentation of their efforts and disclose any material changes to their operations within seven days of occurrence. Certification is executed under penalty of intentional misrepresentation or falsification, which may result in disqualification from future County contracting opportunities, and contractors must provide written proof of compliance within five calendar days upon County request.
