About this file

This document is a pricing template comprising three interconnected price summary spreadsheets required for federal contract proposal submission in accordance with Federal Acquisition Regulation (FAR) 15.4.

The template establishes a three-tiered pricing structure: Document A captures the prime contractor's direct costs for work performed with its own forces, excluding subcontractor work; Document B addresses individual subcontractor pricing, with a separate form required for each subcontractor; and Document C provides a Final Price Summary consolidating all prime and subcontractor charges with cross-verification of monetary amounts. Each document requires detailed line-item breakdowns organized by description, unit of measure, quantity, labor rates per hour, equipment costs per unit, and materials costs per unit, with calculated line-item totals. The template mandates completion of all fields including solicitation number and project title. Proposers may add additional lines as needed and must include proposed overhead and profit percentages in lower summary blocks. A critical constraint specifies that profit is charged only by the entity performing work with its own forces—the prime contractor includes profit exclusively on work it performs directly without subcontractors, and subcontractors include profit only on work they perform themselves without lower-tier subcontractors. The Final Price Summary incorporates individual subcontractor totals, prime contractor totals, insurance calculations, and bond calculations, culminating in a grand total. Additionally, proposers must complete a Collective Price Analysis Summary categorizing all costs by materials, labor, equipment, indirect expenses for both prime and subcontractors, subtotal cost, general and administrative expenses, and net total.

PRICE SUMMARY SPREADSHEETS

In accordance with Federal Acquisition Regulation (FAR) 15.4 the objective of proposal analysis is to ensure the final agreed to price is fair and reasonable. The complexity and magnitude of each acquisition determines the level of analysis required.

Your proposal must be accompanied by the attached documents as applicable:

A. The first document is for your firm as the prime contractor. This breakdown is only for the work the prime will perform with its own forces (i.e., without subcontractors).

B. The second document is for subcontractor work only. This document should be completed for each subcontractor.

C. The third document is the Final Price Summary. This will include all charges from you as the prime and all subcontractors. All numbers must coincide with the previous documents monetarily.

A few notes:

*You may add additional lines if needed.

*Ensure you include your proposed percentages (%) in the lower blocks

ENSURE YOU COMPLETE ALL BLOCKS TO INCLUDE SOLICITATION NUMBER AND PROJECT TITLE.
