About this file
This is a Questions and Responses document for FCC Terre Haute Project 26Z4AV3, Solicitation 15BBNF26Q41800001, regarding repair and restoration of two water towers. The document addresses 23 contractor inquiries regarding project scope, technical specifications, scheduling, and compliance requirements.
Key project details include inspection reports and photographs available in Appendix C and D (Dixon Engineering Inspection Reports), with work to commence following contract award and a Pre-Con meeting. The contractor is not responsible for maintaining system pressure during tank outages, as existing by-pass valves with frequency drives are already in place. Full containment and shrouding are required for exterior painting to comply with OSHA, EPA, and DOL regulations. Neither water tower has existing logos requiring replacement. For the sphere tank, the overflow pipe is 12 inches in diameter; additional pipe specifications are in the appendices. Interior corrosion remediation, treatment, and resealing are required for all affected areas. Coating film thickness must meet ANSI/AWWA D103 specifications, with specific reference to SOW 1.B for detailed coating task requirements. Staffing requirements allow qualified individuals to perform dual roles as both Site Safety and Health Officer and foreman, or as Contractor Quality Control Manager and foreman, provided qualifications are met. Liquidated damages information is provided in an attached sheet. Questions regarding specific coating systems (Tnemec products for both tanks) reference SOW 1.B for determination of acceptable equivalent systems.

FCC TERRE HAUTE – PROJECT 26Z4AV3
SOLICITATION 15BBNF26Q41800001
REPAIR WATER TOWERS
QUESTIONS AND RESPONSES
1. Can you provide recent inspection reports and photographs of both water towers?
RESPONSE: See attached (Appendix C and D), Dixon Engineering Inspection Reports.
2. What is the anticipated project start date or notice-to-proceed date? Is work expected to begin in 2027?
RESPONSE: As soon as it is awarded a Pre-Con meeting can be schedule and a date can be discussed for work to start.
3. Is the contractor responsible for maintaining system pressure while either tank is out of service? If so, is a pressure relief valve, portable pressure tank, or another method required?
RESPONSE: Towers currently have a by-pass valve with a frequency drive to maintain pressure.
4. Is full containment or shrouding required for exterior painting?
RESPONSE: Full Containment will be required to meet OSHA, EPA and DOL.
5. Are there any existing tank logos that must be replaced?
RESPONSE: No Logos on either tank
6. What are the overflow and riser pipe diameters on the sphere tank?
RESPONSE: 12 Inch overflow and See appendix C & D.
7. Must the Site Safety and Health Officer (SSHO) be separate from the foreman, or may a qualified on-site foreman perform both roles?
RESPONSE: Must meet all Federal, State and local safety regulations to include OSHA, EPA and DOL.
8. Must the Contractor Quality Control (CQC) Manager be a separate individual, or may a qualified on-site foreman perform both roles?
RESPONSE: As long as the person is qualified.
9. Please confirm whether coating work is limited to the exterior and interior dry areas, with interior wet coating work limited to touch-ups resulting from steel repairs.
RESPONSE: Towers currently have a by-pass valve with a frequency drive to maintain pressure.
10. Can you provide the required coating specifications, including approved paint products and coating thicknesses in mils?
RESPONSE: Film thickness should meet ANSI/AWWA D103 specifications.
11. For the sphere tank exterior, would pressure-washing surface preparation, a spot coat of Tnemec 135, a full coat of Tnemec 135, and a Tnemec 1094 finish coat be acceptable?
RESPONSE: Refer to SOW 1.B Specific Required Task.
12. For the legged tank exterior, would pressure washing and spot tool cleaning, followed by a spot coat of Tnemec 115 and a full coat of Tnemec 1028, be acceptable?
13. What is the daily liquidated damages amount?
RESPONSE: See attached sheet for Liquidated Damages.
14. Are any recent inspection reports, condition assessments, or project photographs available for either water tower?
RESPONSE: See response to Question 1.
15. Is there an anticipated Notice to Proceed (NTP) timeframe, or any indication of whether performance is expected to begin in 2026 or 2027?
RESPONSE: See response to Question 2.
16. While either tank is out of service, will the contractor be responsible for maintaining system pressure and water service? If so, are there any specific temporary bypass, pressure tank, or pressure-maintenance requirements?
RESPONSE: See response to Question 3.
17. Does the Government require full exterior containment/shrouding of the water towers during coating operations, or will containment methods be at the contractor's discretion provided all environmental requirements are met?
RESPONSE: See response to Question 4.
18. Are there any existing logos, markings, or lettering on either tank that will require replacement as part of the project?
RESPONSE: See response to Question 5.
19. Can the Government provide the overflow pipe and riser pipe diameters for the spheroid tank, or direct us to the drawing sheets where this information is shown?
RESPONSE: See response to Question 6.
20. For staffing requirements, may the Site Safety and Health Officer (SSHO) also serve as the on-site foreman/superintendent if all SSHO qualifications are met, or does the Government require these to be separate roles?
RESPONSE: See response to Question 7.
21. Can the Government confirm that wet-interior coating work is limited to localized repairs and touch-up associated with the specified repair work, and that a complete wet-interior recoating is not required?
RESPONSE: All interior corrosion will need to be remediated, treated and areas resealed.
22. Are coating specifications, approved manufacturers, dry-film thickness requirements, or basis-of-design products available for bidding purposes?
RESPONSE: Dry film thickness should meet ANSI/AWWA D103 specifications.
23. Would equivalent coating systems, such as those proposed by Tnemec for the spheroid tank and legged tank, be eligible for consideration through the submittal process if they meet the specified performance requirements?
