About this file
This acknowledgment document pertains to non-negotiable contract terms for the Inland Empire Health Plan (IEHP), a local public entity serving over 1.4 million members across Riverside and San Bernardino counties in California, in connection with RFP #26-07128 for janitorial services staffing augmentation. The RFP, issued on May 12, 2026, seeks qualified vendors to provide temporary janitorial staffing across eight facility locations, including trash and recycling removal, restroom sanitation, floor care, surface disinfection, and project-based work on both day shift (7:00 AM–6:00 PM) and swing shift (5:00 PM–1:30 AM) schedules. All assigned personnel must possess commercial janitorial experience and training in OSHA safety standards, hazard communication, bloodborne pathogen protocols, and chemical handling, as well as active California Janitorial Service Providers Registry registration. Bidders must submit questions by May 15, 2026, and proposals by May 29, 2026, at 2:00 p.m. PT. The initial contract term is one year with IEHP's option to renew for up to four additional one-year periods at its discretion.
All standard contract terms and conditions provided by IEHP in RFP Exhibit B (IEHP Standard Contract Terms) are non-negotiable and must be accepted as submitted. Any exceptions, deviations, or comments regarding IEHP's standard contract terms must be provided at the time of bid submission; failure to do so means these terms will not be subject to negotiation upon contract award. Evaluation criteria allocate 65 points to scope and company qualifications, 30 points to pricing, and 5 points for local preference, with an additional 10 points available for demonstrations or interviews. Bidders must comply with non-discrimination provisions, conflict of interest restrictions, workers' compensation insurance requirements, commercial general liability coverage, HIPAA requirements, and Executive Order N-6-22 regarding Russian economic sanctions. Required submissions include insurance evidence with minimum cyber liability coverage of $3 million, business licenses, W-9 forms, background checking procedures documentation, references demonstrating similar experience, and proof of three similar contracts awarded within the past three years.
