About this file

This document is a Responses to Questions document issued by the Milwaukee Metropolitan Sewerage District (MMSD) for a Water Quality Protection Research Vessel Replacement contract (M08001C01), dated September 16, 2025. The document addresses three specific questions from potential bidders regarding the vessel specification requirements, including a strict 300-mile range requirement, a minimum 14-18 knot cruising speed, and guidance on expected payload. The responses indicate that the 300-mile range is non-negotiable, alternative fuel options are addressed in Attachment A, and the 14-18 knot speed is a minimum threshold.

The document does not provide specific pricing details or funding information. Instead, it focuses on technical specifications and clarifies bidder inquiries. The vendor is instructed to calculate payload by addressing all bid items, including passenger capacity, with the understanding that typical onboard equipment beyond the specified bid items is minimal in weight. The document suggests a detailed technical evaluation process where bidders must carefully review and meet the precise requirements outlined in the contract documents, with particular attention to the specifications in Attachment A regarding alternative fuel options.

RESPONSES TO QUESTIONS

SEPTEMBER 16, 2025

The following are responses to questions submitted through 09/15/2025:

1. [The] specification calls for a range of 300 miles, but does not mention alternatives to combustion propulsion.

Could you confirm whether this is a strict requirement, or if you are open to considering sustainable alternatives?

The range of 300 miles is a strict requirement. Alternative fuel is addressed in Attachment A.

2. [The] tender lists a cruising speed of 14–18 knots. Would you be open to considering this range instead?

14-18 knot cruising speed is a minimum.

3. [We] noted that a significant amount of equipment is expected on board. Could you provide further details on the expected payload?

Payload would need to be calculated by the vendor, addressing all of the items in the bid including passenger capacity. Outside of the equipment specified in the bid, the typical equipment on board is minimal in weight.
