About this file
This is a Heat Protection Safety Requirement Guidance document applicable to the Installation of Solar Lighting along Sidewalks of Freeport Street project for Harris County Precinct 2 in Texas (UPIN No: 23102MF2Y601). The document establishes mandatory safety requirements for all contractors and vendors bidding on this project. The guidance requires that weather-related safety provisions for workers be incorporated into the project Safety Plan, addressing extreme heat, cold weather, and other adverse weather conditions to prevent heat-related and cold-related illnesses. When temperatures or heat index exceed 90 degrees, contractors must develop a project-specific Heat Awareness Plan that includes provisions for worker acclimatization, water provision, rest periods, and shade access. During extended periods of adverse weather, the Prime Contractor is responsible for providing necessary accommodations to protect workers.
By submitting a bid and signing the Bid Acknowledgement, all vendors explicitly agree to comply with these heat protection safety requirements. This requirement applies comprehensively to all aspects of the solar lighting installation work and represents a non-negotiable condition of contract participation. The document emphasizes that contractor responsibility for worker safety extends throughout the entire execution of project work under all weather conditions.
