About this file

This is a Safety Requirements Guidance document for the Harris County Flood Control District's Channel Erosion Repairs project at Little Cypress Creek Watershed in Texas. The document establishes mandatory heat protection and adverse weather safety provisions that all vendors and contractors must incorporate into their project Safety Plans. All weather-related safety measures must address extreme heat, cold weather, and other adverse conditions to protect worker health and safety throughout project execution. When temperatures or heat index values exceed 90 degrees, contractors are required to develop a project-specific Heat Awareness Plan that includes provisions for worker acclimatization, adequate water supply, scheduled rest periods, and shaded areas. The Prime Contractor must provide additional accommodations to workers as necessary during extended periods of adverse weather conditions. Vendors acknowledge their agreement to comply with these heat protection safety requirements by signing the Bid Acknowledgement form at the time of bid submission.

The document serves as a binding safety requirement that all bidders must accept as a condition of participation in the competitive bidding process. No pricing information, contract terms, funding sources, or renewal options are addressed in this guidance document. The requirement applies uniformly to all vendors and represents a non-negotiable safety standard for the project's execution.
