About this file

This is a Heat Protection Safety Requirement Guidance document for the Harris County Flood Control District's Major Repairs to Brays Bayou project (Project ID D100-00-00-X134) in Texas. The document establishes mandatory safety provisions that all vendors and contractors must incorporate into their project Safety Plans to protect workers from weather-related hazards, including extreme heat, cold weather, and other adverse conditions. At minimum, the Safety Plan must include provisions to prevent heat-related and cold-related illnesses among workers throughout project execution. When temperatures or heat index values exceed 90 degrees, the Prime Contractor must develop a project-specific Heat Awareness Plan that addresses acclimatization, water availability, rest periods, and shade provisions. During extended periods of adverse weather, the Prime Contractor is required to provide worker accommodations as necessary to maintain safety standards.

All vendors submitting bids acknowledge their understanding and agreement to comply with these heat protection safety requirements by signing the Bid Acknowledgement upon submission. This requirement is non-negotiable and applies to all aspects of project execution. The guidance document does not specify pricing terms, funding amounts, or other contract-specific details, as its sole purpose is to establish the safety baseline that all bidders must accept and implement on this Harris County Flood Control District project.
