About this file
This document is a Heat Protection Safety Requirement Guidance issued for a Pedestrian Hybrid Beacon (PHB) installation project for Harris County Precinct 1 in Texas. The guidance establishes mandatory safety provisions that all bidders and contractors must incorporate into their project Safety Plans to protect workers from weather-related hazards, including extreme heat, cold, and other adverse weather conditions. The requirements mandate provisions for preventing heat-related and cold-related illnesses, and during extended periods of adverse weather, the Prime Contractor must provide accommodations deemed necessary for worker safety. Specifically, when temperatures reach or exceed 90 degrees (either actual temperature or heat index), contractors must develop a project-specific Heat Awareness Plan that includes provisions for worker acclimatization, water supply, rest periods, and shade availability.
By submitting a bid and signing the Bid Acknowledgement, vendors explicitly agree to comply with these heat protection safety requirements throughout project execution. This requirement applies to all work performed on the PHB installation project for the Brays Bayou Trail at Scott Street segment, ensuring that worker safety protocols are established and maintained regardless of seasonal or weather conditions encountered during the contract period.
