About this file

This is a heat protection safety requirement guidance document for a construction project involving Harris County Precinct 4 in Texas, specifically for the construction of restrooms, concession stands, and interior renovations at Katy Park Sports Complex. The document establishes mandatory safety requirements that all bidders and the prime contractor must implement throughout project execution to protect workers from weather-related hazards, including extreme heat, cold weather, and other adverse weather conditions. These safety provisions must be integrated into the project's comprehensive Safety Plan and shall remain in effect for the duration of the construction work.

The guidance specifies minimum safety requirements including provisions to prevent heat-related and cold-related illnesses among workers. When temperatures or heat index readings exceed 90 degrees, the prime contractor must develop and implement a project-specific Heat Awareness Plan that incorporates acclimatization protocols, provision of water, scheduled rest periods, and adequate shade for workers. During extended periods of adverse weather, the contractor must provide additional accommodations as necessary to ensure worker safety. By signing the Bid Acknowledgement upon submission, all vendors explicitly agree to comply with these heat protection safety requirements throughout the contract term.
