About this file

This is a Safety Requirement Guidance document for Harris County Precinct 2's Invitation to Bid for the Construction of Hike and Bike Trails Along South Belt Basin Trail (2023) project in Texas (UPIN No: 24102MF34B01). The document establishes mandatory weather-related safety requirements that all bidders must acknowledge and agree to implement as part of their project Safety Plan. The guidance applies to all adverse weather conditions, including extreme heat and cold, with specific emphasis on heat protection measures when temperatures or heat index exceed 90 degrees.

The Prime Contractor is required to include provisions for worker protection from heat-related and cold-related illnesses throughout project execution and must provide worker accommodations during extended periods of adverse weather as deemed necessary. When heat conditions warrant, contractors must implement a project-specific Heat Awareness Plan that includes acclimatization procedures, water provision, rest periods, and shade facilities. By submitting a bid and signing the Bid Acknowledgement form, all vendors explicitly agree to comply with these heat protection safety requirements as a condition of participation in the contract opportunity.
