The Town requires the selected attorney to provide comprehensive legal services including attendance at Town Council meetings, workshops, executive sessions, and committee meetings; advising on procedural and substantive legal matters; drafting and reviewing ordinances, resolutions, contracts, deeds, and agreements; representing the Town in civil litigation or coordinating with outside counsel; providing guidance on Freedom of Information Act matters; and supporting staff with interpretation of Land Management Regulations. Additional standing committees include the Community Development and Public Services Committee and the Finance and Administrative Committee, both meeting on the second Monday of each month at varying times. The attorney must be available to attend these meetings as needed when legal matters are on the agenda or upon request by Town Council.

Respondents must hold a Juris Doctor degree from an ABA-accredited law school, maintain active membership in good standing with the South Carolina Bar, maintain a practice in Beaufort County, South Carolina, and possess a minimum of five years of civil practice experience in municipal law, land use, zoning, contracts, real estate, torts, and litigation. Experience advising government bodies or public agencies is strongly preferred. The document does not specify response deadlines, award dates, contract term, or pricing information, indicating this is a qualifications-based appointment process where the Town Council will select the most qualified candidate rather than a competitive bidding process with set pricing or formal evaluation criteria weights.
