The specification establishes minimum manufacturing and design requirements for poles to be procured by the Department of Public Works Infrastructure Services Division and mandates compliance with the Build America Buy America Act in the manufacturing process. The poles must be round and tapered, complete with welded base, pole cap, bracket mounting surface cover plate, and stainless steel fasteners. All shaft and pole cap components must be cast from specified aluminum alloys (ASTM type 319, 356T6, or 713), with detailed dimensional requirements referenced in accompanying engineering drawings (B-13-14 through B-14-15, last revised November 14, 2014). Deliveries must be made to the DPW-Infrastructure Services Division at 1540 West Canal Street, Milwaukee, Wisconsin 53223, with 24 hours advance notice and delivery windows restricted to 7:00 a.m. to 2:30 p.m.
The specification requires all poles to support a fifty-pound fixture with an Effective Projected Area of 3 on each arm when equipped with 8-foot upsweep arms, with the 26-foot and 31-foot assemblies additionally supporting double banners totaling 20 square feet mounted at 18 feet above grade. All designs must comply with the latest AASHTO Standard Specifications for Structural Supports for Highway Signs, Luminaires and Traffic Signals and withstand 90 miles per hour wind loads with gust factors per section 3.8.5. The manufacturer must submit engineering calculations sealed by a Wisconsin-licensed engineer within 30 days of bid award. A one-year warranty from installation (not exceeding two years from delivery) is required, with the seller responsible for repair, replacement, and removal/reinstallation costs if three or more units from the same order develop similar defects. Packaging must protect poles for six-month storage without discoloration, with shipment in open-side trucks suitable for forklift unloading. Specification appeals with 1.25 percent appeal fees must be submitted in writing to the City Purchasing Director no later than five working days before bid opening.

A. TYPE: The bolt down aluminum street lighting assembly to be furnished and delivered under this specification shall be round and tapered. The assembly shall be complete with shaft with welded base, pole cap, one bracket mounting surface cover plate and all necessary hardware. All screws and fasteners shall be stainless steel or other approved materials. Bracket arms are not part of this bid.
B. DESIGN:
1. The bolt down aluminum street lighting pole assembly shall be in accordance with this specification and Drawings B-13-14(17 ft) last revised 11/14/14, #B-14-11(19

The manufacturer shall submit engineering calculations for lighting poles to show that maximum stress and deflections do not exceed specified performance requirements under full design loading, as well as other certified reports and data which indicate that the poles meet all load requirements, within 30 days of the bid award. Engineering calculations shall be prepared and sealed by an engineer licensed in the State of
Wisconsin.
The entire horizontal and vertical “wind sail” area of the pole assembly subject to wind load including arm and luminaire shall be designed to withstand the AASHTO standard specifications, from above, for wind load requirements for a 90 MPH wind load with gust factor computed per section 3.8.5.and height and exposure factors from table 3-5.
F. WELDING: All welding shall be in accordance with the applicable ASME Standards.
