About this file
This is a specification document issued by the City of Milwaukee for a commodity contract covering transformer bases designed for street lighting and parking lot lighting applications. The specification details requirements for aluminum, square, breakaway transformer bases with 17-inch height and 10-12 inch bolt circle dimensions, manufactured in compliance with the Build America Buy America Act. The contract references City of Milwaukee Specification No. 12e-F-31 dated December 28, 2025, and is associated with a broader commodity contract for 25-foot bolt down aluminum black poles and transformer bases. Bidders must be manufacturers or direct authorized distributors and are required to submit manufacturer literature, model information, and potentially samples for inspection and approval by the City's Street Lighting Engineering Unit prior to delivery. Delivery is restricted to specified hours (9:00 AM to 12:00 PM, Tuesday through Thursday) at the Traffic and Electrical Services Division located at 1540 West Canal Street, Milwaukee, Wisconsin, with required 24-hour advance notice to the dispatcher.
The specification mandates that transformer bases be cast from aluminum ASTM B108 or engineer-approved alternatives and include four one-inch diameter galvanized bolts with washers, lock washers, and nuts meeting ASTM standards. Bases must meet AASHTO breakaway requirements as tested by FHWA-approved methods with structural testing to resist 150 percent of design moment. All products must be new and unused with factory rebuilt goods rejected for non-responsiveness. Bidders must provide warranty statements confirming mercantile quality, conformance to specifications, and fitness for intended purpose, with documentation required within three working days of request or risk bid rejection. Specification appeals must be submitted in writing to the City Purchasing Director at least five working days prior to bid opening and require a 1.25 percent appeal fee based on estimated contract value. The City Purchasing Director maintains sole authority to judge equipment quality and suitability in determining the successful bidder.
