About this file
This document is a pre-bid meeting presentation from the City of Dallas Office of Procurement Services for a solicitation (No. BA25-00028244) concerning Fuel Tank Polishing/Cleaning services for the Dallas Fire Rescue Department (DFR). The solicitation is for a thirty-six-month Indefinite Delivery/Indefinite Quantity (ID/IQ) master agreement to polish and clean diesel and unleaded above-ground storage fuel tanks, with goods and services to be ordered on an as-needed basis. The pre-bid meeting was held on September 23, 2025, with key dates including a questions due date of May 29, 2025, and a solicitation submission deadline of October 17, 2025. Submissions will be processed through the Bonfire online solicitation portal, with bidders able to update submissions until the due date and time.
The procurement process includes several review stages, involving the Office of Risk Management and Minority/Women-owned Business Enterprise (MWBE) office. The City of Dallas has a local preference program that may allow local firms to be considered for award if their bid is within 3-5% of the lowest bid, depending on the contract value. Insurance requirements and updated general terms and conditions will apply. The solicitation follows a Request for Bid (RFB) process, which emphasizes selecting the lowest responsive and responsible bidder. Bidders are advised to ensure consistent supplier names with state registration and to thoroughly review and complete all required forms in the Bonfire portal.
