Issued by
Brazoria County, Texas

About this file

This is a Project Manual containing detailed specifications and requirements for debris removal work along Oyster Creek and Bastrop Bayou in Brazoria County, Texas, following Hurricane Beryl. The project consists of cleaning and removing storm-generated debris—including trees, logs, brush, blockages, and rubbish—from the streambanks and shorelines to restore hydraulic capacity and flow. Work is divided into three primary areas: Upper Oyster Creek, Lower Oyster Creek, and Bastrop Bayou, with the contractor required to complete Oyster Creek work before beginning Bastrop Bayou operations. The base bid includes debris removal, haul-off of vegetative and non-vegetative materials, access road construction, temporary traffic control, and site restoration. The contractor must submit a project approach with phasing and debris removal plans prior to bid submittal and obtain approval of the work schedule from Brazoria County before commencing construction. Work is permitted Monday through Friday from 7:00 AM to 6:00 PM, with Saturday work allowed 8:00 AM to 5:00 PM with prior notice; no Sunday or holiday work is permitted without approval. The contractor is responsible for locating and protecting all existing utilities, coordinating with private property owners, maintaining construction staking, and complying with all USACE and State permits.

Bid items include mobilization (10 percent maximum), site restoration, debris removal by mile for each creek section, haul-off and disposal of non-vegetative debris, construction and removal of temporary access roads, and installation and maintenance of traffic control devices by month. All debris removal must be accomplished using water-based operations with barges equipped with grapple and hydraulic saws; no mechanized land clearing is permitted within channel jurisdictional boundaries. Trees shall be cut at ground line with stumps left at approximately six inches to prevent erosion. The contractor must comply with comprehensive environmental protection requirements including storm water pollution prevention, dust control, erosion and sediment control, protection of waterways, and proper disposal of all excess materials. Traffic control flagmen must be either uniformed peace officers or certified flagmen meeting specific qualifications. Site restoration includes replacement of pavement, sidewalks, driveways, fencing, and establishment of grass using hydro-mulching, with a two-week warranty on plants and grasses. Record documents must be maintained throughout construction and delivered to the owner at substantial completion, and the contractor must provide as-built drawings showing all field changes and modifications.
