About this file

This is a Special Provisions appendix document for the City of Harrisburg, Pennsylvania's 15th Street Paving Project, detailing four primary work items for roadway resurfacing and ADA compliance improvements. The project encompasses reset post-mounted signs (Type B), four-inch yellow waterborne pavement markings at the Cumberland Street and North 15th Street intersection, design-build ADA-compliant curb ramps, and speed slot construction in existing asphalt pavement. The design-build ramp work requires Professional Engineer-sealed drawings prepared in accordance with ADA requirements and PennDOT standards, with initial design submissions subject to a 15-working-day review period and subsequent submissions to a 10-working-day review. The City Engineer, Joel Seiders (717-255-3185, jseiders@harrisburgpa.gov), serves as the primary contact for design submissions and approvals. Design payment is structured at 50 percent upon quadrant design approval and 50 percent upon completion of physical construction with a completed PennDOT Form CS-4401. Construction work must commence only after design drawings receive approval, and contractors must provide three business days advance notice before curb ramp evaluations.

The contract defines work on a unit-price basis for individual items, with design-build ramp construction paid per quadrant upon successful completion and compliance verification. Quantities for sign resetting are not guaranteed and may vary based on actual field conditions, though payment remains at the original contract unit price regardless of final quantities. The City of Harrisburg will provide specified materials including flat sheet signs, breakaway steel posts, aluminum bolts, and anti-theft hardware where new materials are desired; otherwise, contractors are responsible for resetting existing materials. All work must be performed within the legal right-of-way unless written authorization is obtained from the City. Contractor-identified non-compliant curb ramps must be reconstructed at the contractor's sole cost, except where design variations were approved through a Technically Infeasible Form. Removed existing speed slots and associated signs must be salvaged and delivered to the City at no separate cost.

Item No 9000-0002 – Design-Build Ramps - Construction

Item No. 9000-0002

DESIGN-BUILD RAMPS – CONSTRUCTION

I. DESCRIPTION – This work is the construction of concrete curb ramps, cement concrete sidewalks, and restoration of the adjacent area as indicated on the approved curb ramp design drawings and applicable standards. The work includes utility coordination and preparation of the PENNDOT form CS-4401.

II. MATERIAL – As per Publication 408 and as indicated and specified on the approved Design

Curb Ramp Drawings.

III. CONSTRUCTION

In accordance with applicable sections of Publication 408, the special provisions of the contract and any additional requirements specified herein. Construct curb ramps and sidewalks in accordance with Section 630 and Section 676, and as indicated, except as follows:

Revise Section 630.3 (g) as follows:

Excavate the existing pavement up to a maximum of TWO feet in front of the existing curb to neat (sawcut) lines. Maintain positive drainage.

The area in Front of the curb will be backfilled up to the depth of the existing pavement structure with No.2A Stone, backfill in lifts not to exceed 6 inches and compact by means of mechanical tampers or rollers not to exceed 8 tons. Bituminous material will be placed for the remainder of the excavated area matching the existing Pavement Structure. After paving seal the paved area with PG 64S-22. If concrete is encountered as part of the Pavement Structure Asphalt Base can be used in place of the existing concrete.

Revise Section 676.3 Construction by adding the following:

Construct plain cement concrete curb ramps in accordance with the Design Curb Ramp Drawings and as shown on the PennDOT Standard Drawings RC – 67M and meeting the requirements of DM-2, Chapter 6.

On Standard Drawings RC – 67M, the details depicted are most appropriate for New Construction.

Alterations to existing facilities must meet the requirements to the maximum extent feasible. All field design changes must be submitted to the Municipality for approval.

Work on curb ramps cannot commence until the drawings for the quadrant are submitted and approved. A quadrant is defined as: all of the curb ramps and ADA features associated with a particular corner, median crossing, island, commercial driveway or mid-block crossing. Each corner, median crossing, island, commercial driveway (both sides) and mid-block crossing (both sides) will be considered to be a separate quadrant. A “T” intersection will constitute a maximum of three quadrants.

All work must be performed within the Legal Right-of-Way unless written permission is obtained from the Municipality. If an Authorization to Enter (waiver of Claim) is required, it must be completed by the Municipality and signed by the property owner prior to work.

Minor utility adjustments such as, but not limited to, minor vertical adjustments of manholes, junction boxes, and valve boxes, etc. may be required. Coordinate with all necessary utility companies for adjustments of their facilities for construction of the curb ramp.

All minimum and maximum dimensions contained on the Standard Drawings RC – 67M are absolute.

Construction tolerances do not apply when a dimension is shown as minimum or maximum. Check all slopes with a four-foot Smart Level for compliance. An acceptance certificate will not be issued if any newly constructed curb ramps do not fully comply with the approved curb ramp design drawings and applicable standards.

All curb ramps will include yellow Detectable Warning Surfaces.

Remove all existing concrete and curb to neat lines.

Eradicate and install pavement markings as required by the Curb Ramp Design Drawings.

Grade areas behind the sidewalk that are within vegetation to match the grade of the new sidewalk and existing topography so the area will drain away from the pedestrian facility. Place topsoil as necessary and seed the area with Seeding and Soil Supplements, Formula B as per Section 804.2.

If a new curb ramp is being placed at a quadrant of an intersection where there is an existing curb ramp but, not at the same location of the placement of the new, the contractor will remove the existing depressed curb and replace with necessary curb to tie into the new curb cut ramp. The contractor will also remove the existing curb ramp and replace it with the appropriate sidewalk or topsoil at a grade to meet the new curb ramp facility.

Any temporary construction activities required for alterations that affect existing pedestrian circulation paths will require the provision of a safe, alternate, and accessible pedestrian route around the construction activities. The alternate route must comply with all applicable design guidelines to the maximum extent feasible so that the usability of the accessible route is maintained. The alternate route will be kept in place through the duration of the construction activity.

Following construction of each curb ramp, the Contractor will complete PENNDOT form CS-4401 to confirm that all constructed curb ramps comply with the referenced standards. Contractor is to provide the City with three (3) business days advance notice of when each ramps will be evaluated for completion of the CS-4401 so that a City representative can participate/witness the evaluation. Curb ramps that are found to be non-compliant as a result of completing the inspection form will be reconstructed at the sole cost of the contractor unless the curb ramp detail in question had been authorized to be constructed through the use of an approved Technically Infeasible Form.

IV. MEASUREMENT AND PAYMENT –

(a) Design-Build Ramp-Construction. Each. One quadrant. Paid after PennDOT Form CS-4401 has been completed and provided to City provided the construction is in accordance with PennDOT RC-72M and the design requirements referenced in contract documents.
