About this file
This is a Bidder Q&A Guidance document for the 15th Street Paving Project, a roadway resurfacing initiative in Harrisburg, Pennsylvania. The project involves milling, paving, and ADA curb replacements for 15th Street and is being conducted on a lump sum fee basis. All inquiries from interested prime and subcontractors must be submitted in writing through the PennBid.net platform, with responses provided within three to four business days where possible, though complex questions requiring City coordination may require additional time. Bidders are strongly encouraged to thoroughly review all bid documents twice before submitting questions and to submit inquiries early rather than waiting until the question deadline approaches. Questions must be grouped separately by subject and submitted individually, with each inquiry including the bid package reference number, file name or title, and specific section reference.
Each question submission must contain relevant section, drawing, or page numbers along with a clear and concise request for clarification and any supporting information. The City will not accept or respond to multiple questions posted together, and may request additional context if a question is unclear or lacks required references. All responses and any resulting addenda will be issued group-wise to all bidders to ensure fair and equitable treatment throughout the bidding process. PennBid serves as the sole source of accurate information regarding the bid, and bidders are instructed that bids containing omissions resulting from industry assumptions will be deemed non-responsive.
