About this file
This document is an evaluation criteria specification for a Request for Proposal (RFP) issued by The Harris Center for Mental Health and Intellectual and Developmental Disabilities (IDD) in Houston, Texas, for Agency Wide Clinical Laboratory Services under Project FY26-0273. The Harris Center seeks qualified vendors to provide comprehensive clinical laboratory services, including phlebotomy services at four locations (Northwest, Southwest, Southeast, and Northeast Clinics) and on-site clinical laboratory services at eight locations across the Houston area. The scope of services encompasses routine and specialized laboratory testing, specimen collection and processing, courier and transportation services, and electronic reporting of results. Services must include testing components such as Complete Metabolic Profile, Complete Blood Count, Urinalysis with Microscopic Examination, Lipid Panel, and Drug Screening (with an estimated monthly volume of approximately 2,200 tests). The contract will have an initial performance period through August 31, 2027, with four optional one-year renewal periods at The Harris Center's sole discretion based on satisfactory annual performance review. Vendors must maintain a local Houston area office that has been established and operational for a minimum of one year prior to this RFP.
The evaluation criteria are weighted across seven categories totaling 100 points, with Electronic Medical Record (EMR) Interface capability comprising 30% of the score and Laboratory Tests and Cost each representing 20% and 10% respectively. The Harris Center will evaluate proposals based on Complete Proposal (10%), References (10%), Performance History (10%), Standards Compliance (10%), and Cost (10%). The selected vendor must possess current state and federal licenses and certifications, including HHS Clinical Laboratory License, Medicare License, Medicaid License, and College of American Pathologists (CAP) accreditation. Critical requirements include interface capability with EPIC EHR using HL7 or similar systems at no additional cost, next-day reporting of all test results (within 24 hours), and critical/panic value reporting within one hour. The vendor must supply 10% of all collection materials and related supplies at no charge, provide phlebotomists at four clinics for four hours daily (8 a.m. to noon), and supply testing materials within 24 hours of request. Criminal background checks are required for all clinical laboratory service employees, and the vendor must submit itemized monthly statements with separate records maintained by location to provide statistical analysis and cumulative usage summaries.
