About this file
This document is an Addendum (#4) to a Request for Proposals (RFP) issued by the Port Authority of New York and New Jersey for expert professional services related to port planning and marine infrastructure development. The RFP specifically seeks services for rail facility planning, operations, and maintenance on a task order basis for a four-year term, with the solicitation number RFP# 6000002154. The addendum addresses three key clarification questions from potential bidders regarding proposal submission requirements.
The addendum provides specific guidance for proposers, including: confirming that firms must use the provided MS Word template without deletions, specifying that cost multipliers and salary schedules are only required from the Prime Firm, and clarifying that firms can submit proposals as both Prime and subconsultant teams for the same solicitation. Interested firms can contact Ms. Courtney R. Eddington at ceddington@panynj.gov for further information, with the document dated May 28, 2024, indicating an upcoming procurement process for these professional port and rail infrastructure services.

SUBJECT: REQUEST FOR PROPOSALS FOR THE PERFORMANCE OF EXPERT
PROFESSIONAL PORT PLANNING AND MARINE INFRASTRUCTURE
DEVELOPMENT – RAIL FACILITY PLANNING, OPERATIONS, AND
MAINTENANCE SERVICES AS REQUESTED ON A “TASK ORDER”
BASIS FOR A FOUR-YEAR TERM (RFP# 6000002154) – ADDENDUM #4
Dear Sir or Madam:
The following are questions from Request for Proposals (RFP) recipients. The questions and the corresponding Port Authority of New York and New Jersey (the Authority) answers are provided for your information and use, as appropriate.
Question #1: We understand we have to use the MS Word template provided for our Proposal.
The instructions say that “Firms are permitted to add lines or rows to tables in the Proposal forms where this is indicated but must make no other material change to the Proposal Template or Proposal forms.” Regarding the bolded text, are we permitted to delete the explanatory information provided on the template from our proposal submission, e.g., can we delete the instructions listed on Attachments B (2), C (3), and the Proposer Requirements (Transmittal Letter) (4) from the template or do they have to remain?
Answer #1: Firms must follow the template as noted in the RFP. Please do not make any deletions.
Question #2: Are cost multipliers and salary schedule entries (Attachment G) to be provided for subconsultant firms, too, or only the Prime Firm?
Answer #2: They are only required of the Prime Firm.
Question #3: Can firms submit as Primes and be proposed as subconsultants on the teams of other Primes for the same solicitation?
Answer #3: Yes.
If you have any questions, please contact Ms. Courtney R. Eddington at ceddington@panynj.gov.
