About this file

This document is an Addendum #3 to a Request for Proposals (RFP) issued by the Port Authority of New York and New Jersey for expert professional internal audit services. The RFP is structured as an "Open Call-In" solicitation for internal audit services to be performed on a call-in basis during 2023 through 2026, with RFP number 6000001073. Additional proposals will be accepted for evaluation until 2:00 P.M. Eastern Time on February 26, 2025, and firms can submit proposals even if they have previously submitted proposals that were not awarded.

The selection process will evaluate proposals on a pass/fail basis, considering technical qualifications and cost. Proposals must be submitted electronically using the Bonfire platform, and after evaluation, the Port Authority may enter negotiations with the firm(s) deemed best qualified. Interested firms are instructed to indicate their intent to propose through the Bonfire platform and can direct any questions to Ms. Amira Willis at amwillis@panynj.gov. The addendum modifies the original RFP by updating the selection process and extending the proposal submission deadline.

SUBJECT: REQUEST FOR PROPOSALS FOR PERFORMANCE OF EXPERT

PROFESSIONAL INTERNAL AUDIT SERVICES AS REQUESTED ON A

“CALL-IN” BASIS DURING 2023 THROUGH 2026 (RFP# 6000001073) –

ADDENDUM #3

Dear Sir or Madam:

The Port Authority of New York and New Jersey (the Authority) hereby amends the subject

Request for Proposals (RFP) as follows:

1. As part of the Authority’s policy for “Open Call-In” RFPs, additional proposals will be accepted to be evaluated during the next evaluation session for the subject RFP by

2:00 P.M. Eastern Time (ET) on February 26, 2025.

Please note, any firms meeting the proposer requirements listed in the call-in solicitation document are able to submit a proposal, even if said firms have submitted proposals in the past and not been awarded an agreement. Proposals will only be received electronically using the Bonfire platform. Please also note that for purposes of this “open” solicitation, references to past pre-proposal meetings, due dates and times shall be disregarded.

2. Section IV. Selection Process shall be deleted in its entirety and replaced with the following:

Proposals will be evaluated on a pass/fail basis on the technical qualifications demonstrated in the proposals with consideration of cost, as appropriate.

After consideration of these factors, the Port Authority may enter into negotiations with the firm(s) deemed best qualified in terms of the foregoing factors to perform the required services.

3. If you intend to submit a proposal under the “Open Call-In” RFP, please indicate in Bonfire that you intend to propose.

If you have any questions, please contact Ms. Amira Willis at amwillis@panynj.gov.
