About this file
This document is Addendum No. 2 to Request for Proposal (RFP) #25-0086-5 issued by the Chatham County Purchasing Department for Design Engineering Services for the Oglethorpe Library Replacement project. The addendum extends the proposal due date to 5:00 P.M. on August 21, 2025, and provides clarifications to 21 questions submitted by potential bidders. Key clarifications include requiring a minimum of 2 Team Leaders, confirming that the federal funding is a HUD grant, allowing color images in proposals, permitting cover letters and executive summaries, and adjusting the Technical Approach scoring to 30%. The selection committee will consist of 2 County representatives and 3 library staff members.
The addendum includes two important appendices: Appendix I provides a detailed conversion table for shelving capacities across different library collection types, specifying linear feet requirements for adult, children's, teen, and various book categories. Appendix II outlines computer and technology requirements, emphasizing the library's need for flexible technology infrastructure, including high-speed internet access, wireless and cable connectivity, and redundant internet connections. The document stipulates that prior to final design, the architect and interior designer must meet with the library's Information Technology Director to determine specific technology types, placement, and connectivity needs.

CHATHAM COUNTY PURCHASING DEPARTMENT
ADDENDUM NO. 2 TO RFP# 25-0086-5
FOR: Design Engineering Services for the Oglethorpe Library Replacement
PLEASE SEE THE FOLLOWING ADDITIONS, CLARIFICATIONS AND/OR CHANGES:
1. QUESTION: Pg 23 - Discusses information requested for Team Leaders. Can you clarify the desired minimum and maximum number of Team Leaders that should be submitted in order to meet the requirements and not be subject to disqualification?
ANSWER: Minimum of 2 Team Leaders.
2. QUESTION: Is there a chance any references to GDOT were from a previous RFP? Page 24 - Project
Manager and Key Team Leader Project Commitment Table and form on page 38.
ANSWER: No, any experience with GDOT can be listed.
3. QUESTION: For Prime Experience (page 23 of RFP), is that 2 pages per project or 2 pages for the entire section?
ANSWER: Per project.
4. QUESTION: Page 22 of the RFP notes that the Prime ONLY should submit Attachments A thru G.
For Attachment D - Sub-consultant Affidavit (page 42), should we just leave that out of the submittal at this time?
ANSWER: All attachments must be submitted with proposal. There will be an opportunity at contract signing if successful if changes need to be made.
5. QUESTION: Sections A and B under Section IV (Page 20) appear to refer only to the Prime
Consultant regarding required resumes and workload/capacity information. Could the County confirm whether resumes and capacity information are also required for subconsultant team members?
ANSWER: Only prime.
6. QUESTION: If consultant materials (e.g., resumes, workload) are not required for subconsultants, does this exclusion also apply to a design partner firm—such as an architectural associate firm—if they play a significant role in the project’s delivery? We want to confirm whether such a partner should be treated the same as subconsultants under these instructions.
ANSWER: Treated as a prime.
7. QUESTION: We noted that the scoring percentages listed across the evaluation criteria do not appear to total 100%. Could the County please confirm the correct weighting?
ANSWER: Technical Approach shall now be 30%.
8. QUESTION: P. 17 mentions federal funding. This was mentioned again at the Preproposal conference.
Can the County explain further implications?
ANSWER: The federal funding is a HUD grant.
9. QUESTION: Under the Collection Space section, there is reference to Appendix I, however, we cannot located any appendices. Can the County advise?
ANSWER: Please see Appendices attached to this addendum.
10. QUESTION: Item P, references a Chatham County Tax Certificate. If the lead firm is not located in
Chatham County, how does the team meet this requirement? Will an associated firm license be sufficient or should the lead firm provide a certificate from its own locality?
Docusign Envelope ID: E2408CE9-E06C-4DBB-85EC-0DDE31101CAF
ANSWER: At time of contract, the County will accept a business license from any municipality in the state of Georgia. If you do not have one, we can provide the application to get certified with the County.
11. QUESTION: Both LEED certified and silver designation are listed in the RFQ. Silver designation requires additional construction cost and administrative cost to achieve. Would a lower-level LEED designation be considered?
ANSWER: A lower LEED level will be considered.
12. QUESTION: Should the Design Team provide construction cost estimating services?
ANSWER: Yes.
13. QUESTION: Are color images or project photographs permitted within the narrative sections?
14. QUESTION: May we include a cover letter or executive summary?
15. QUESTION: Will the selection committee include library staff or board members in addition to
County representatives?
ANSWER: 2 from the County and 3 from the library.
16. QUESTION: How will the committee evaluate design innovation, library expertise, and local knowledge in this phase?
ANSWER: By following selection criteria in the RFP document.
17. QUESTION: RFQ Requests Original copies of Notarized Documents, but the submittal is digital.
Shall we assume a scan of an original is Acceptable?
18. QUESTION: Are Attachments A,B,E, F, and G required for sub-consultants, or is the statement "Prime only" referring to all Attachments (assuming the exception of attachment D)?
ANSWER: These are for the prime only.
19. QUESTION: Are the tables requested for Section C2 & C3 to be included on the single page with
C1b&C1c or are the tables in addition to that page. The note following the Example tables after C3 seems to indicate all are on one page.
ANSWER: These can be on different pages.
20. QUESTION: Are Dividers / Section Covers permitted or counted as pages within a section?
ANSWER: These are permitted.
21. QUESTION: The requested workload charts present a challenge for several of our Key Team Leaders.
For instance, our Lead Cost Estimator supports 12–15 projects each week, many of which are scheduled only a few weeks in advance. Additionally, several team leaders maintain multiple ongoing commitments that would also need to be reflected in the chart. Considering the one-page limitation for this section and the fact that the chart requirements would exceed this constraint, is there an alternative format we could use to present this information more effectively?
ANSWER: 5 pages of charts is acceptable.
DUE DATE SHALL BE EXTENDED TO 5:00P.M., AUGUST 21, 2025

Computer/Technology Requirements
Since technology rapidly changes, the library’s technology plan revolves around flexibility.
While internal wireless connectivity will be the standard method of network/internet access, there is still a need to have cable-connected computers and peripherals.
The library branch will have high speed internet access for all workstations, as well as for building controls, automation, and video monitoring. Special attention and design considerations should be made based on the different technological needs of staff and patrons, including internet connection methods, seating and desk/countertop layouts, and location of network equipment rooms/closets.
Where possible, 2 separate utility entry vaults/conduits should be available for independent and redundant internet connections.
Prior to final design completion, the architect and interior designer team(s) should meet with the library’s Information Technology Director to determine technology types, placement, and connectivity needs.
