About this file

The document is an architectural design proposal for the Oglethorpe Library, located at Eisenhower Drive and Waters Avenue, developed by Gunn Meyerhoff Shay Architects for Live Oak Public Libraries. The project aims to create a new library facility with a design concept of "A Story-Telling Place," focusing on creating an attractive, secure, and pleasantly surprising environment that provides diverse spaces for reading, research, storytelling, learning, and relaxation. The design emphasizes flexible, multi-functional spaces across approximately 20,000 square feet, including dedicated areas for adults, children, community gatherings, group studies, and a reading garden.

The architectural design prioritizes sustainability, functionality, and user experience, with key features including energy-efficient mechanical systems, natural daylighting, commercial-grade low-flow plumbing fixtures, and an NFPA-13 automatic fire sprinkler system. The building will utilize aluminum-framed windows, brick and wood exterior materials, and interior finishes predominantly in blonde wood, polished concrete, and porcelain tile. The site plan incorporates existing parking areas, landscaping with native and drought-tolerant plants, and a drive-up book depository. The design goals include creating an inviting, safe, unexpected, and healthy library environment that is accessible to all patrons, with careful attention to spatial flexibility, natural light, and minimalist aesthetic principles.

DESIGN NARRATIVES

ELECTRICAL SYSTEMS

Highly efficient LED lighting is employed throughout the building, with vacancy sensors to shut off when un-needed. The major spaces will have lighting controls that dim the lighting during mid-day to take advantage of the abundant daylight. The entire building will be wired with Cat-6 cabling and have fiber-optic broadband service for super-fast data, and supporting excellent wi-fi for patrons and staff. AV screens and hi-fi sound will be provided in selected areas for meetings and distance learning. Security systems will include key FOB access for staff-only areas, and cameras in public areas and around the exterior. The electrical distribution panel will be fitted with the extra breaker spaces and conduits necessary to allow the building roof to accommodate solar panels.

PLUMBING SYSTEMS

All plumbing fixtures are commercial grade low flow type, with hands-free controls. The fixtures will be white porcelain with bright chrome fittings so everything can be kept clean and looking that way. All facilities will be ADA accessible. An electric heat pump water heater will actually harvest heat from the building to help keep the storage tank full of hot water, while reducing the air-conditioning load.

FIRE PROTECTION

The entire building will be protected by an NFPA-13 fully automatic fire sprinkler system. Fire alarms will be audible and visible for hearing or vision impaired patrons. Emergency lighting will be provided for public areas, served from batteries and a backup generator.

SITE DESIGN

The proposed building in-fills the open area of the Eisenhower Drive and Waters Avenue shopping and surrounding parking areas. Landscaping will be implemented on south side of the site for shade, and a semi-private and public greenspaces surrounding the library. This courtyard and surrounding perimeter open areas is primarily hardscape, with concrete sidewalks, brick, stepping stone pavers and pea gravel, and with drought-tolerant native plant materials. Flowering perennials and trees will be abundant to add color and attract butterflies. An enclosed service yard will provide space for mechanical and maintenance equipment. Exterior lighting is provided for safety and to add drama to the inviting building facades, especially at the entrances. Existing on-site parking will be repositioned to allow a pedestrian loading zone in the front, and the surrounding parking areas for shopping center patrons provide additional service. A drive-up book depository is provided so that patrons can return books without parking and entering the building.

ARCHITECTURAL AND INTERIORS

Exterior building materials will be aluminum framed windows with energy efficient tinted glazing, brick, and wood or cement board siding. Awnings and louvered shading devices will temper the daylighting on the interiors. While the outside of the building invites you inside, the interiors provide a wonderful day-lit pathway that unfolds, revealing unexpected and delightful places. Natural light is abundant, and views into and beyond the internal spaces provide a variety of pleasant choices. Patrons can choose a quiet intimate experience, a larger open space, a sunlit balcony, or a window seat with a view of the courtyard. The interior design is full of clean, simple lines, minimalism, and functionality without sacrificing beauty. Finishes are mostly blonde wood, polished concrete, porcelain tile, and washable enamel paint. Colors rely heavily on neutrals, most notably, bright whites with pops of black and tan. The interiors are not completely devoid of color though, it is just that the overall spaces tend to be monochromatic, with hues coming into play as accent pieces. The books and the patrons provide the visual excitement!

Environmental health, safety and economy are fundamental to the overall design. Well shaded daylight reduces the need for artificial light. Plastics and volatile organic chemicals are not welcome.

Everything that can be touched is washable and durable. The entire building is fully accessible to people with infirmities or disabilities.

MECHANICAL SYSTEMS

In keeping with the goals of a Healthy and Sustainable place, the HVAC systems will be designed to be highly efficient, economical and safe. Individual area-sized air handling units will be installed with bipolar ionization and filtration that destroys and removes germs and viruses. See https://globalplasmasolutions.com/ for more information. These AHUs will be driven by Variable Refrigerant Flow from rooftop mounted multi-stage compressor / condenser units. This system allows for inactive areas to be automatically set back during periods of vacancy, greatly reducing energy consumption.

Also, they can be manifolded so that the north side of the building can help cool the south side. Overall, this system should reduce HVAC energy consumption by up to 50% and in conjunction with the lighting system proposed, reduce overall energy consumption and electric bills by even more.
