About this file

This Addendum Number 1 is a Public Q&A document issued by George Mason University for RFP GMU-KS0903-26 regarding the RIDM LANDOLT Spacecraft Platform, a NASA-funded astrophysics mission. The addendum addresses three substantive questions submitted by potential offerors and provides clarification on proposal submission requirements. The RFP solicits proposals to establish a contract with one firm to provide a flight-qualified spacecraft bus, payload integration and verification services, early hardware-in-the-loop testbed infrastructure, and integrated routine and orbital operations for a one-year mission in Geostationary Earth Orbit in support of NASA's Landholt Mission. A mandatory pre-proposal conference was held on September 10, 2026, and only firms that attended and signed in via Zoom chat will have their proposals deemed responsive. Four companies are listed as attendees: Blue Canyon Technologies LLC, Argotec Inc, EnduroSat Trading EOOD, and York Space Systems.

The addendum clarifies key proposal submission procedures under Virginia procurement law. Offerors must identify all proposed subcontractors, including launch providers, in Attachment A if they will perform any portion of contract work. Regarding proprietary information, offerors may designate specific documents or portions thereof as confidential or trade secret in accordance with Virginia Code 2.2-4342(F), provided the designation is made at submission with clear identification and basis for the claim. Offerors may submit both a complete unredacted proposal for evaluation and a separate public version with properly identified proprietary information removed or redacted, though the complete unredacted version must be submitted for George Mason University's evaluation. George Mason University will handle all proprietary designations in accordance with the Virginia Public Procurement Act and the Virginia Freedom of Information Act.

Public Q&A – RFP GMU-KS0903-26 RIDM LANDOLT Spacecraft Platform

The following changes and additional information are hereby incorporated into the aforementioned

RFP:

I. Answers to Questions submitted by the deadline:

1. Attachment A: Inclusion of Launch Provider

Vendor, Sep 14, 2026 1:43 PM EDT, Not Public - Pending

Q: Should a proposed launch provider for a GEO launch be included in Attachment A as a subcontractor?

A: Yes. If the offeror intends for the launch provider to perform any portion of the work required under the resulting contract, the launch provider shall be identified in Attachment A in accordance with the solicitation's subcontractor disclosure requirements. Offerors should identify all known subcontractors proposed to perform work related to contract performance.

2. Disclosure of HW ICDs and Testing Reports

Vendor, Sep 14, 2026 1:46 PM EDT, Not Public - Pending

Q: Can separate documents such as Testing Reports and HW ICDs be marked not for public release (in cases where the full documents are considered confidential/ proprietary)?

A: Offerors may identify specific documents or portions of documents submitted with their proposal as proprietary or trade secret information in accordance with Virginia Code § 2.2- 4342(F). Any such designation must be made at the time of proposal submission, must clearly identify the information claimed to be proprietary, and must include the basis for the claim of protection. Offerors may not designate an entire proposal as proprietary. George Mason University will handle proprietary designations in accordance with the Virginia Public Procurement Act and the Virginia Freedom of Information Act.

3. Technical Proposal: Proprietary Information Redaction

Vendor, Sep 14, 2026 1:54 PM EDT, Not Public - Pending

Q: Can any confidential content be deleted from the public technical proposal instead of redacting via black lining?

A: Yes. Offerors may submit a complete proposal for evaluation purposes and, if desired, a separate version suitable for public release in which properly identified proprietary or trade secret information has been removed rather than redacted. Any proprietary claims must comply with Virginia Code § 2.2-4342(F), including clear identification of the information claimed to be proprietary and the basis for such claim. The complete, unredacted proposal must be submitted for evaluation. George Mason University will review and handle proprietary designations in accordance with applicable Virginia law, including the Virginia Public Procurement Act and the Virginia Freedom of Information Act.
