Awarded contractors must sign and deliver the contract to the City within ten business days of notice of award.
Bidders must comply with Oregon prevailing wage requirements for public works contracts and file a public works bond of $30,000 with the Construction Contractors Board upon contract execution, unless exempt. Contractors must hold a valid Oregon Construction Contractors Board license and cannot discriminate against disadvantaged business enterprises, minority-owned businesses, women-owned businesses, veteran-owned businesses, or emerging small businesses in subcontract awards. The City offers preference consideration to resident bidders under Oregon Revised Statutes, with non-resident bidders subject to a percentage increase applied only for bid evaluation purposes. Certification as a State of Oregon COBID-certified business is optional but encouraged. Bidders must certify they have examined solicitation documents, understand the project intent, agree that bids are irrevocable for 30 calendar days after submission, and have not engaged in collusion with other bidders.
