II. DESCRIPTION OF SERVICES

Through this RFP, the District is seeking to obtain proposals from qualified and experienced persons, organizations, companies or firms to provide managed cybersecurity services as described herein. The District intends to contract with the successful Proposer to provide the Services consistent with the terms of this RFP. While subject to final determination, the District anticipates that the successful Proposer will begin services on or about July 1, 2026.

The Rockwood School District is requesting a managed services solution for the following items.

· Managed EDR: Endpoint Protection and Monitoring is defined to include work necessary to support and manage district owned computers, laptops, and servers (including virtual desktops) from an endpoint security perspective. This managed service will monitor the endpoint protection product data, analyze the data, manage any threats detected from our endpoint protection, remediate these threats, and inform designated technology department personnel about the actions taken to remediate the threat.

· Implementation and management of a SIEM: Gartner defines the security and information event management (SIEM) market by the customer’s need to analyze event data in real time for early detection of targeted attacks and data breaches, and to collect, store, investigate and report on log data for incident response, forensics and regulatory compliance. SIEM technology aggregates event data produced by security devices, network infrastructure, systems and applications. The primary data source is log data, but SIEM technology can also process other forms of data, such as network telemetry. Event data is combined with contextual information about users, assets, threats and vulnerabilities. The data may be normalized, so that events, data and contextual information from disparate sources can be analyzed for specific purposes, such as network security event monitoring, user activity monitoring and compliance reporting. The technology provides real-time analysis of events for security monitoring, query and long-range analytics for historical analysis.

· 24/7 SOC service: A security operation center will continuously monitor and improve our organization’s security posture while preventing, detecting, analyzing, and responding to cybersecurity incidents. This should be accomplished by providing 24/7/365 threat monitoring and alerting, threat intelligence, vulnerability management, and behavioral detection and analysis. This encompasses services that positively identifies security incidents based on log information from sources including, but not limited to, firewalls, Intrusion Detection/Prevention systems, Active Directory servers and domain controllers, DNS, endpoint anti-malware, and cloud-based web proxy, proactively alerts on potential attacks using appropriate threat intelligence resources and techniques with recommendations for measures to implement in order to prevent potential attacks, and performs triage of events and reporting of incidents for further investigation.

Additional Requirements:

1. In order to best evaluate each response, all vendors must answer the questions in the attached spreadsheet and provide pricing for the services outlined in the RFP. The spreadsheet is attached to the RFP.

2. For any vendor who chooses to respond to this RFP, there is a mandatory pre-bid meeting scheduled for Friday, January 30th, at 9:00 AM CST via Zoom. A link to the Zoom meeting will be sent by Brad Bell at bellbradley@rsdmo.org on January 29, 2026, to vendors who have completed the NDA.

3. All interested vendors must sign Rockwood’s NDA prior to the Zoom pre-bid meeting. Please contact Brenda Kirchhoefer at kirchhoeferbrenda@rsdmo.org to request the NDA agreement. All NDA agreements must be received by Brenda Kirchhoefer no later than January 28, 2026.

4. All managed service providers must be located in the United States and all Rockwood School District data must remain in the United States.

5. Services must be in place no later than July 1 ,2026.
