About this file
This Request for Proposals (RFP) is issued by Atlanta Public Schools (APS), an independent school system in Georgia, seeking qualified vendors to provide energy conservation consulting services. APS operates 129 facilities totaling approximately 60.7 million square feet with annual energy and utility costs averaging $5.6 million. The consultant will serve as the owner's representative for planning, development, and implementation of a Guaranteed Energy Savings Performance Contract (GESPC), including conducting thorough energy audits, developing strategic energy plans, reviewing investment-grade audits and financial analyses, overseeing measurement and verification protocols, and managing project documentation and post-installation performance verification. The consultant must provide monthly progress reports, facilitate communication among stakeholders including Energy Services Companies (ESCOs), designers, contractors, and regulators, and leverage federal and state incentives and grants. A mandatory pre-proposal conference is scheduled for February 19, 2026, at 2:00 p.m. ET via Microsoft Teams. The deadline for written questions is February 25, 2026, with responses posted by March 5, 2026. Proposals are due online by March 13, 2026, at 11:00 a.m. ET through the Bonfire portal. Administrative review will occur on March 16, 2026, with initial shortlist evaluation on March 17, 2026. Phase 2 on-site interviews and presentations, if applicable, are scheduled for March 30, 2026, with a board recommendation anticipated by May 4, 2026. The contract term is one year with four optional one-year renewals.
Evaluation will occur in two phases, with Phase 1 scoring based on company qualifications and experience (40 points), methodology and operations (50 points), and cost (10 points), for a total of 100 points. Phase 2, conducted solely at APS's discretion, will evaluate shortlisted offerors on presentation and interview performance (100 points), with Phase 2 scores replacing Phase 1 scores unless Best and Final Offers (BAFOs) are requested. APS reserves the right to award to a primary and alternate offeror, or to make multiple awards based on experience, qualifications, and district needs. Pricing must remain firm for one year from award, with price adjustment requests permitted at annual renewal based on the Consumer Price Index for All Urban Consumers or justified justification submitted 90 days prior to contract expiration. Offerors must provide evidence of experience with Energy Savings Performance Contracts, Energy-as-a-Service, and Power Purchase Agreements; demonstrate expertise in energy efficiency, renewable energy, microgrids, resilience technology, battery energy storage systems, and electric vehicle infrastructure; and show experience across federal, state, local municipal government, and local educational agencies. All offerors must comply with Georgia House Bill 87 regarding E-Verify, provide background checks at a cost of $47.23, maintain appropriate licensing and certifications (Class II Air-Conditioned License, boiler installation certificates, welder certifications), and carry comprehensive general liability, automobile liability, workers' compensation, and umbrella liability insurance as specified.
