About this file

This is an approved equals/exceptions clarification document from the Maine Department of Transportation for RFQ 17D 12050800000000000969 regarding a mass transportation transit bus procurement (12+2 small cutaway). The document, dated June 25, 2012, records Dattco's (Glaval Bus) requests for approval of specific component specifications and materials as alternatives to the base solicitation requirements. The requests address four major areas: undercoating material (Pure Asphalt #7960), passenger entrance door specifications, rear emergency door configuration, and doorway framing and lift door construction. Of the four requests submitted, only the undercoating material request received approval; the remaining three requests for passenger entrance doors, rear emergency doors, and doorway framing/lift doors were denied. The denied items included specific technical requirements such as clear door opening dimensions (30" width requirement versus the requested dimension), rear door hinge specifications (piano hinge required), and door frame materials (stainless steel with piano hinges mandated for lift and rear door applications).

The document indicates that the Maine Department of Transportation maintained strict technical specifications for this transit bus procurement and was unwilling to accept proposed deviations in critical safety and structural components. The denials centered on specifications that appear integral to vehicle safety, passenger accessibility, and durability standards. The approved undercoating material suggests the department was open to alternative products when performance equivalency could be established. No pricing information, funding sources, or contract terms are detailed in this clarification document, which serves primarily as a record of the formal approval and denial determinations for component specifications submitted by the bus manufacturer during the procurement process.
