About this file
This is a technical specifications document issued by the State of Maine Division of Purchases and the Maine Department of Transportation for the procurement of small cutaway accessible vehicles designed to transport twelve ambulatory passengers and two wheelchair-secured occupants. The vehicles are intended to provide transportation services to low-income, elderly, disabled, and children populations. The specifications detail comprehensive requirements for a current-model shuttle bus equipped with a wheelchair lift, establishing minimum performance standards for chassis, engine, transmission, cooling systems, electrical components, body construction, doors, windows, heating and air conditioning, interior and exterior lighting, seating arrangements, wheelchair securement systems, and wheelchair lift mechanisms. The document requires bidders to submit evidence of ISO 9001:2000 certification for the bus body manufacturer, proof of "FULLY MEETS" compliance status with the Transit Bus Quality Program, and Altoona testing certification as a minimum 5-year, 150,000-mile vehicle. Pre-delivery inspections will be conducted by Maine Department of Transportation representatives and end-user agency officials at the manufacturer's facility, with inspection costs to be included in the bid price.
Bidders must provide comprehensive documentation including warranty descriptions, complete chassis information, electrical system descriptions with wiring schematics, FMVSS certifications, weight analysis worksheets, quality assurance procedures, Altoona test results, customer references, service and maintenance schedules, product literature for major components, and dimensioned floor plans. The manufacturer's warranty must cover the basic vehicle and all modifications, including lift and rustproofing warranties, with the bus body warranted for five years or 75,000 miles and against corrosion for the vehicle's useful life. Optional equipment may be bid separately, including heavy-duty brake upgrades, stainless steel components, exterior graphics, two-way radio pre-wiring, interior surveillance camera systems, and diesel engine alternatives. A pre-manufacturing meeting will be held in Maine with the awarded bidder to review specifications and build orders, and comprehensive training on vehicle operation must be provided to appropriate staff members at a facility determined by the end-user agency.
