Steel Water Storage Tank Painting Specification

This is a detailed technical specification document for steel water storage tank painting prepared by Herbert, Rowland & Grubic, Inc. for the Weaverland Valley Authority's Blue Ball Water Storage Tank Painting Project located in East Earl Township, Lancaster County, Pennsylvania. The project scope encompasses exterior cleaning, surface preparation, and painting of the steel elevated water storage tank, with work including surface preparation by potable water washing and solvent cleaning, application of a four-coat paint system (primer, intermediate coat, two finish coats), and installation of miscellaneous safety and equipment items. The specification requires a paint system consisting of an epoxy primer (1.5–2.5 mil dry film thickness), epoxy intermediate coat in beige (3.0–4.0 mil), urethane first finish coat (2.0–4.0 mil), and urethane final finish coat (2.0–3.0 mil), with approved manufacturers including Sherwin-Williams and Tnemec. Additional work includes provision of two OSHA-compliant safety harnesses with lanyards, replacement of exterior ventilation and overflow pipe screens meeting Pennsylvania Department of Environmental Protection requirements, and installation of a heavy gauge aluminum ladder guard on the lower 10 feet of the access ladder. The painting contractor must conduct lead and hazardous material testing on existing paint, coordinate with cellular antenna carriers for de-energization during work, submit Factory-Authorized Service Representative inspection reports prior to each coat application, and obtain Engineer approval before application of the first coat and all subsequent coats. The project deadline for bid submission is August 4, 2026, with a mandatory pre-bid conference scheduled for July 16, 2026, at 10:30 AM at the tank location.

The specification establishes stringent quality assurance requirements including compliance with AWWA D102, ASTM International standards, and SSPC painting standards, with exterior paint performance requirements of no blistering, cracking, or delamination and minimum 85 percent gloss retention after 18 months of exposure, plus minimum 6H pencil hardness per ASTM D3363. The contractor must furnish a two-year special warranty covering the complete painting system with full repainting of any area exhibiting 25 percent or more failure, with the contractor responsible for scheduling and funding all warranty inspection costs, including services of the paint manufacturer's Factory-Authorized Representative. The specification requires a minimum 24-hour cure time between coats, allows paint thinning only with Engineer approval per manufacturer instructions, and mandates removal of runs, sags, and drips prior to subsequent applications. Paint shall be obtained from a single source manufacturer with minimum ten years' documented experience, with all products arriving in sealed, manufacturer-labeled containers. The contractor bears sole responsibility for all damages attributed to the work and must maintain OSHA-compliant site safety, including RF training for workers near antenna units. No specific contract value or pricing information is disclosed in the specification document.
