About this file
This is a New Mexico Resident Preference Information form that outlines bidding requirements for state and local contracts in New Mexico, specifically applicable to the Leadership Skills & Professional Development Consulting solicitation. The document establishes that all bidders and offerors must submit a valid Resident Preference Certificate issued by the New Mexico Taxation and Revenue Department with their bid or proposal to receive any preference consideration. Resident preferences are categorized as Resident Business/Contractor, Resident Native American Business/Contractor, Resident Veteran Business/Contractor, or Native American Veteran Business/Contractor, with the specific affidavit for Resident Veterans or Resident Native American Veterans preferences required only when applicable. The form emphasizes that preferences are non-cumulative, meaning bidders are entitled to only one preference classification, and failure to include a valid certificate with the bid response will result in no preference being applied.
For joint bids or proposals involving both resident and nonresident businesses, the resident preference is proportionally reduced based on the percentage of contract work to be performed by the nonresident business as specified in the proposal. Bidders submitting joint proposals must complete a detailed breakdown identifying both the resident and nonresident firms, their work locations, and the percentage of total contract value each will perform. Additional information and applications for resident preferences are available through the New Mexico Taxation and Revenue Department website at www.tax.newmexico.gov. This form applies to the Leadership Skills & Professional Development Consulting opportunity, which seeks to contract with one or more providers for research-based leadership training and consultation services for district and building-level administrators and supervisors across New Mexico school districts.
