About this file

This is a Technical and Supplemental Specifications document for the City of Bend, Oregon's 2026 Residential Type II Slurry Project (ST26SL), Solicitation No. 26-3442. The project involves the application of approximately 203,946.66 square yards (approximately 26.13 lane miles) of Type II latex-modified slurry seal surfacing on residential streets. The specifications are based on the 2021 Oregon Standard Specifications for Construction with special provisions and modifications tailored to the City of Bend's requirements. The document establishes comprehensive technical requirements for all aspects of the work, including temporary traffic control, erosion and sediment control, surface preparation, slurry seal material specifications, equipment requirements, quality control procedures, and construction methods. All starts and stops will be marked with white marking paint, and the contractor must notify abutting property owners 48 hours prior to work in their area.

The specifications detail strict material requirements for the slurry seal mixture, including latex-modified emulsified asphalt (LM-CQS-1H), aggregate gradation standards, water quality specifications, and approved additives. A pre-approved mix design must be submitted at least 10 calendar days prior to construction, with testing performed by laboratories such as Petroleum Sciences or Akzo Nobel Chemicals. The contractor is responsible for equipment calibration, quality control testing at specified intervals, and construction of a test strip (500-750 feet) for approval before full production begins. Weather limitations restrict application to temperatures above 55 degrees Fahrenheit with rising temperatures, and the completed slurry seal must be ready for traffic opening within 2-3 hours. The contractor must comply with strict traffic control requirements, including lane closure notifications 72 hours in advance, maintenance of two-way traffic during non-work hours, and protection of driveways, utilities, and other structures from slurry material. All costs for surface preparation, property owner notification, temporary traffic control, and cleanup are included in the unit price per square yard.
