About this file
This is a Scope of Work document prepared by Austin Environmental, Inc. for the City of Temple, Texas, regarding asbestos abatement services at a former church located at 1102 S Main Street. The project involves the removal of 55 square feet of asbestos-containing floor tile and mastic in compliance with established regulatory standards and industry best practices. The work must be completed prior to structural demolition and requires adherence to the Resilient Floor Covering Institute (RFCI) Recommended Work Practices, OSHA 29 CFR 1926.1101 Class II asbestos operation standards, and the National Emission Standard for Hazardous Air Pollutants (NESHAP) 40 CFR part 61, subpart M. A ten working day Texas Department of State Health Services (DSHS) demolition notification must be submitted before commencing abatement and demolition activities.
The removal methodology specified includes intact, wet removal of flooring using low-emissions chemical solvents, HEPA vacuuming, and razor scraping, with proper asbestos warning signage and containment in specialized waste bags. The contractor must employ RFCI-trained workers and a trained supervisor or competent person to ensure compliance throughout the project. Project deliverables to the City of Temple include documentation of accredited RFCI-trained personnel, asbestos waste shipment records and manifests, and DSHS demolition notification confirmation. While asbestos air monitoring is not required for this specific project, the consultant will maintain onsite presence to ensure RFCI compliance and appropriate work practices.
