About this file
This is a conflict of interest reporting requirements notice from the City of Midland, Texas, regarding compliance with Chapter 176 of the Texas Local Government Code. The document outlines mandatory disclosure requirements for vendors who have business relationships with local governmental entities, specifically requiring the submission of Form CIQ within seven business days of becoming aware of facts that necessitate filing. The notice emphasizes that failure to comply constitutes a Class C misdemeanor and that contracts or purchase orders awarded to non-compliant vendors are subject to termination with no recourse to the City of Midland, with violating bidders being removed from the bidders list for a minimum of one year.
The document specifies that vendors must submit the conflict of interest form only when an actual conflict exists as defined by statute, and compliance is represented by submitting a response to procurement requests. The form must be signed and submitted with bids or mailed directly to the City Secretary at PO Box 1152, Midland, Texas 79702. A current list of local government officers is available at the City of Midland's website, and the notice clarifies that this requirement reflects changes made to the law by House Bill 23 from the 84th Legislature's Regular Session.
