About this file

This document is a Request for Bids (RFB) issued by the City of Dallas for a five-year Indefinite Delivery/Indefinite Quantity (ID/IQ) service price agreement for Jet A Aviation Fuel (without prist) for municipal aviation purposes. The solicitation seeks to establish a contract for delivering helicopter jet fuel to the Police Helicopter Hanger, with deliveries to be made Monday through Friday from 6:00 AM to 3:00 PM, and emergency deliveries available within three hours, 24/7. Bids will be evaluated and awarded based on the greatest percent discount or lowest percent cost added to the Dallas metro TX OPIS/PETRO Scan or Platts Market scan price for Jet-A Aviation Fuel, with the contract commencing upon Dallas City Council award and execution.

The pricing mechanism allows for flexible fuel pricing tied to market indices, with bidders offering a percentage discount or markup from established fuel price benchmarks. The City includes a Local Preference Program that may provide a 3-5% bidding advantage to local firms, depending on contract value. Bidders must submit a $100 bid security and various supporting documents, including a Business Information Form, Conflict of Interest Questionnaire, and Insurance Requirements. The City reserves the right to award the contract in whole or in part, in the manner most advantageous to the City, with final contract approval subject to City Council review. Delivery specifications emphasize fuel quality, requiring compliance with American Society of Testing Materials (ASTM) standards and provisions for testing and potential remediation of contaminated fuel.
