About this file

This document is an Addendum (No. 2) to a Request for Proposal (RFP) from Argonne National Laboratory for a study estimating the design and cost of a lithium-ion battery manufacturing plant. The solicitation (5-B191-P-00160-00) seeks a comprehensive analysis of establishing a U.S.-based production facility for LFP and LMFP cathode-based lithium-ion cells, with cost estimates for three plant sizes: 5, 25, and 50 GWh per year.

The addendum provides detailed clarifications from Argonne responding to contractor questions, including specifications on design depth, manufacturing scope, and process considerations. Key details include: all battery manufacturing steps should be included, materials will be purchased externally, cell formats of interest are pouch and prismatic for electric vehicle applications, and the level of automation should be determined by plant capacity. The conceptual design should include a plant floor layout, equipment cost estimates, and process flows, with a preference for manufacturing techniques expected to be common in the next 5 years. The study is sponsored by the Department of Energy Office of Science, with the procurement being managed by Parker C. Hawk from Argonne's Procurement Department.

05/23/2025 This addendum is being issued to modify the subject FORMDROPDOWN as follows:

Clarifications:

1. Contractor question: The SOW requests a 15–20% (conceptual) design, but the level of detail described (e.g., specific equipment lists, process step yields, OEE, and utility loads) appears to approach a 60–70% (detailed) design. Can you clarify the expected depth of deliverables for this phase? Should we only provide high-level process flows, block diagrams, and ROM cost estimates, or do you require detailed equipment specifications and floor plans at this stage?

Argonne’s Response: A layout of the capital equipment on the plant floor is needed. The equipment cost and other specifications can be rounded off after 3 or more digits.

1. Contractor question: You have provided the plant capacity in GWh, which is helpful for scaling. For the purposes of a 15–20% (conceptual) design cost estimate, can you confirm if we should use this as the sole sizing parameter, or are there additional key design assumptions (such as cell format, cell capacity, or product mix) you want us to apply for this conceptual phase?

Argonne Response: The plant is to be designed for one dedicated product, which is proposed by the applicant. The cell formats of interest are pouch and/or prismatic for EV applications. The assumed cell capacity and other properties should be specified.

1. Contractor question: Which major battery manufacturing steps are expected to be in-scope for the facility (e.g., electrode fabrication (slurry, calendering, notching), cell assembly, formation, aging, module/pack assembly)?

Argonne’s Response: All steps should be included. Attaching BatPaC design for reference (see Chapter 9).

1. Contractor question: Which components or materials will be produced in-house versus purchased (e.g., cathode/anode powder, rolls, separators, electrolyte)? Assuming separator and electrolyte are purchased items.

Argonne’s Response: All mentioned materials are purchased. Others include conductive carbon, additives, solvents, cell containment, conductors, cell, module, pack containment, switches, wires, etc. are also purchased items. BMS can be built in-house or purchased.

1. Contractor question: Should we assume a fully automated, semi-automated, or manual process for the purposes of this conceptual estimate?

Argonne Response: The applied level of automation should be determined from the plant capacity (GWh).

1. Contractor question: Do you want to evaluate different technologies for manufacturing processes, e.g., laser cutting for notching vs mechanical notching or should we select a representative baseline for this phase?

Argonne’s Response: Select based on most common technique for plants in to be operational within the next 5 years. Alternatives will be highly appreciated.

1. Contractor question: Is there a preferred or assumed geographic location for the facility, or should we use generic U.S. cost factors?

Argonne’s Response: Generic US cost factors are good. If known, location for those costs will be appreciated.

ALL OTHER TERMS AND CONDITIONS OF THE ABOVE REFERENCED RFP REMAIN THE SAME.
