About this file
This document is an Industry Day presentation for the Lexington VA Healthcare System's construction of a new Radiation Oncology Building, held on August 26, 2026. The presentation outlines a federal construction contract opportunity with a target ceiling of $17 million classified as a Minor project.
The project scope encompasses 14,000 square feet of new construction on the Franklin R. Sousley Campus in Lexington, Kentucky, including two Linear Accelerators (Elekta Unity MR Linac and Elekta EVO CT Linac), one CT Simulator (Siemens Somatom), four exam rooms, one procedure room, administrative and clinical spaces, and supporting mechanical systems. Key building requirements include a full 500kW diesel generator with 96-hour fuel storage per VA Design Manual specifications, an air handler with epidemic mode capability designed per VA HVAC standards, and site utilities with parking. A notable requirement is an exterior entrance through the concrete vault wall for the Elekta Unity installation, which will be infilled after installation. The project addresses the VA's current $13 million annual expenditure on community-based radiation oncology care, aiming to improve care coordination, reduce costs, and enhance multi-disciplinary treatment planning for veterans with cancer.
The procurement strategy will proceed through a Sources Sought notice for market research, a Presolicitation notice addressing procurement method and set-aside determination, and formal solicitation. The VA team managing the procurement includes representatives from the PCAC (Procurement and Contract Administration Center), LVAHCS Engineering, and Elekta specialists. Next steps involve gauging contractor interest and determining optimal procurement methodology and evaluation factors, including consideration of deductive alternates and tradeoffs versus Lowest Price Technically Acceptable (LPTA) evaluation criteria.

Today’s Agenda
Project Overview Tyler Messner, Healthcare Engineer
Project Background: Currently the Lexington VA Healthcare System (LVAHCS) has not and does not currently offer any Radiation Oncology therapies as a method to treat Veterans with cancer and relies solely on care in the community to provide this treatment. Radiation therapy is commonly given in combination with surgery and/or chemotherapy when treating cancer. The Lexington VA already has established ability in house to perform most functions associated with cancer care and bringing Radiation Therapy to the Lexington system will provide multiple benefits:
1. Cost: The Lexington VA spends an excess of $13M each year on care in the community for radiation treatments & bundled medical oncology care alone. Construction of this facility will reduce operating costs for the same number of cancer treatments on our veteran population.
2. Care Navigation: Veterans requiring radiation therapy treatments need enormous amounts of care navigation and coordination due to the complex nature of cancer care and frequency of treatments. This can be extremely difficult when referral to care in the community occurs when it comes to sending medical records back and forth, notification of urgent / emergent needs and providing warm handoffs.
3. Multi-Disciplinary Meetings: Radiation Oncology functions closely with a variety of cancer services. By all these disciplines being under one roof and system, this allows for treatment coordination to plan and monitor overall patient treatments.
Project Scope: 14,000 SF of new construction located on the Franklin R. Sousley Campus. Project will include two (2) Linear Accelerators, one (1) CT Simulator, four (4) exam rooms, one (1) procedure room and necessary office / support spaces. Project will include all necessary site utilities, full building generator backup and parking lot for staff and patients.
Treatment Space: Represented by the blue outline on the floor plan on the right. This area includes two (2) Linear Accelerators and one (1) CT Simulator.
Clinic Space: Represented by red outline. Includes four (4) exam rooms, one (1) procedure room and other clinic specific space.
Administrative Space: Represented by orange outline.
Includes offices, conference room and other administrative space required for staff.
Mechanical and Support: No outline provided. This includes waiting, mechanical room, electrical room, telecommunication room and other required support spaces for building functionality.
Treatment Machines Elekta Unity
Elekta EVO Siemens Somatom
Elekta Unity – MR Linac. First in the state of Kentucky and first in the nation for the Veterans Affairs.
Elekta EVO – CT LINAC. EVO is the newest iteration of LINACs and has replaced the Elekta Versa.
Siemens Somatom – CT Simulator that will be procured and installed for this project.

Building Utility / System Requirements
Full Building Generator – Building has been designed per VA Design Manual requirements to include a full building diesel generator with 96-hours of fuel storage required. Generator is a 500kW with weatherproof and level 2 sound enclosure to be included.
Air Handler Epidemic Mode – Building has been designed per the VA HVAC Design Manual which requires the building air handler to convert to “Epidemic Mode.” This conversion eliminates all return air and air handler is served by 100% outside air and will exhaust all air.
Basis of Design for the AHU was a Daikin Vision Air Handler CAH043GDHM.
Elekta Unity Wall Plug – The Elekta Unity due to its size cannot be brought into the LINAC vault through the doorway. An exterior entrance through the concrete vault wall is required and will be infilled after the installation is complete. General contractor will be required to coordinate with Elekta when building their schedule and account for proper notification to ensure delivery occurs when necessary for both parties.
