About this file

This is a Sole Source Determination memo issued by the Oregon Department of Human Services (ODHS) Office of Contracts & Procurement for the procurement of AWAKEN, a mindful organizing strategy training program. The ODHS Office of Child Welfare Programs and Oregon Child Abuse Hotline (ORCAH) seek to contract with Affinita Consulting LLC to implement a twelve to eighteen-month program designed to strengthen conscious decision-making within the Child Welfare workforce. The project consists of three phases: Phase 1 involves AWAKEN content customization within six months of contract execution; Phase 2 encompasses "Training the Trainers" and implementation rollout with separate tracks for supervisory and casework professionals, to be completed by the end of the eighteen-month timeline; and Phase 3, conducted concurrently with Phase 2, includes program evaluation with a closing summary and recommendations for statewide implementation. No formal response deadline, site visits, or bidders' conferences are detailed in this document. The contract is anticipated to be awarded and executed following the protest period, which closes seven calendar days after the notice is posted on OregonBuys. The agency reserves the right to extend the contract for additional periods up to a total of five years.

The estimated total contract value is $52,000. This procurement is designated as a sole source acquisition because AWAKEN was developed exclusively by Affinita Consulting LLC and Christina Rosato and Jordan Constantine, the co-founders, are identified as the sole providers of the AWAKEN framework and all associated customized curriculum. The determination satisfies Oregon Revised Statutes 279B.075 and Oregon Administrative Rules 125-247-0275 and 125-246-0170(2), which permit sole source procurements when goods or services are available from only one source. The agency may amend or extend the contract to add additional monies not to exceed thresholds for an Intermediate Procurement to continue customization or further implement roll-out activities. The prospective contractor is located at 8025 Brightwater Way, Spring Hill, Tennessee 37174, with primary contact Christina Rosato at (615) 423-6219 or christinarosato@affinitaconsulting.com.
