I. INTRODUCTION
The Northern Colorado Water Conservancy District (Northern Water) is requesting proposals from qualified and experienced Restoration Implementation firms (“Respondents”) to perform a range of services to improve water quality and fire resiliency. This project is intended to stabilize stream channel conditions, restore native riparian vegetation, reduce erosion and sediment loading, and enhance overall watershed resilience within the South Supply Creek corridor.
II. ORGANIZATIONAL BACKGROUND
Northern Water is headquartered in Berthoud, Colorado (approximately 40 miles north of Denver) and has more than 195 full-time staff members engaged in the operations, engineering, environmental, financial, and administrative functions of the Northern Colorado Water Conservancy District and the Municipal Subdistrict. Most staff work out of Northern Water’s headquarters in Berthoud with some out of Northern Water’s Willow Creek Campus in Granby, Colorado.
II.1 NORTHERN COLORADO WATER CONSERVANCY DISTRICT
Northern Water is a political subdivision and a quasi-municipal corporation of the state of Colorado created by decree of the District Court of Weld County, Colorado, on September 20, 1937, pursuant to the Water Conservancy Act. The Water Conservancy Act empowers Northern Water, or any duly created subdistrict to acquire water; to obtain rights-of-way for certain water works; to contract with the United States or otherwise; to provide for construction of water facilities; to assume contractual or bonded indebtedness; to administer, operate, and maintain physical works; to conserve, control, allocate, and distribute water supplies for supplemental use; and to derive the revenues needed to accomplish its purposes.
As authorized under the Water Conservancy Act, Northern Water has created four water activity enterprises:
• Southern Water Supply Project (SWSP) Water Activity Enterprise
• Pleasant Valley Pipeline (PVP) Water Activity Enterprise
• Northern Integrated Supply Project (NISP) Water Activity Enterprise
• Hydropower Water Activity Enterprise
Northern Water was created to contract with the U.S. Bureau of Reclamation (Reclamation) to build the Colorado-Big Thompson Project (C-BT Project). The C-BT Project provides supplemental water to irrigate more than 615,000 acres of farm and ranch land and more than 1.1 million people in eight Northeastern Colorado counties. Northern Water also engages in water management and planning https://www.northernwater.org/deliver-water/canals-pipelines-and-outlets/southern-water-supply-project https://www.northernwater.org/deliver-water/canals-pipelines-and-outlets/pleasant-valley-pipeline https://www.northernwater.org/deliver-water/plan-for-the-future/northern-integrated-supply-project https://www.northernwater.org/deliver-water/plan-for-the-future/northern-integrated-supply-project https://www.northernwater.org/deliver-water/hydropower activities for the purpose of meeting present and future water supply needs of water users within its boundaries.
The majority of C-BT Project water comes from mountain snowmelt in the upper Colorado River basin west of the Continental Divide. Northern Water delivers on average 210,000 acre-feet of untreated water each year to the South Platte River Basin. The C-BT Project was constructed and is mostly owned by the United States through Reclamation. Northern Water owns the portions of the C-BT Project downstream of Horsetooth Reservoir and Carter Lake. Northern Water and Reclamation jointly operate and maintain the C-BT Project.
II.2 MUNICIPAL SUBDISTRICT
The Municipal Subdistrict, Northern Colorado Water Conservancy District (Subdistrict) is a separate political subdivision and quasi municipal corporation of the State and was created by decree of the District Court of Weld County, Colorado on July 6, 1970. It was organized in 1970 for the principal purpose of developing a water supply for use by six (6) Front Range communities. Today the Subdistrict provides a water supply to 17 public entities.
As authorized under the Water Conservancy Act, the Subdistrict has created two water activity enterprises:
• Windy Gap Project Water Activity Enterprise
• Windy Gap Firming Project Water Activity Enterprise
Today the organization continues on its early mission of collecting water west of the Continental Divide and delivering it to Northeastern Colorado for agricultural, municipal, domestic, industrial, and environmental uses. In addition to the current and future projects driving day-to-day operations, Northern Water also provides regional leadership through water efficiency programs, data collection and delivery, source water protection, and interagency cooperation.
For additional information about Northern Water and the Municipal Subdistrict, visit www.northernwater.org/.

X. ATTACHMENT B – SCOPE OF SERVICES
The project area is located in the Arapaho Roosevelt National Forest immediately upstream of USFS Road 120 on South Supply Creek, a tributary to the Colorado River. The project area is in a valley-bottom meadow complex. Generally, the site is characterized by a low gradient main channel with elevation ranges between 9,167 to 9,104 feet. The total project channel reach length is approximately
0.6 mi (see Figure 2 in Appendix A).
The channel is primarily single thread with side channels and/or remanent beaver canals that range between 1 to 2 feet wide that are present in the depression areas. The channel widths range from 3 to 15 feet and bank heights vary from 2 to 8 feet. See Figures 4-6 in Appendix A for typical cross sections.
The site has mixed channel substrates ranging from cobbles to sand.
The Selected Respondent will construct low-tech based processed-based restoration (LTPBR) structures as designed in the attached South Supply Creek Site Assessment & Conceptual Design Memo (Appendix A, dated February 11, 2026) between July 6 through September 30, 2026.
The 45-55 LTPBR structures will be constructed from pre-purchased 3-inch x 6-foot milled wood posts and woody material collected from the project area. Woody material will be placed by hand and posts will be installed with a gas or electric powered post driver. No heavy equipment is permitted. Final structure locations and number will be “field fit” at the time of construction so to best function under current hydrological and geomorphological conditions. Construction oversight by the designer, Anabranch Solutions will be required. Respondents must have experience working in environmentally sensitive areas on federal lands.
A. Initial Site Visits & Pre-Construction
Before implementing the design, the Respondent shall conduct field visits with Northern Water and Anabranch Solutions to finalize the placement and logistics of the Low-Tech Process-Based Restoration (LTPBR) structures.
1. Structure Staking & Refinement: Field-verify the locations for approximately forty-five (45) to fifty-five (55) proposed structures, adjusting for site-specific factors such as wood availability, sediment dynamics, and floodplain width.
2. Logistics: Identify and mark staging areas and access routes as outlined in the design.
3. Material Sourcing: The Respondent shall collaborate with Northern Water and the USFS to identify final native wood harvest locations in the project vicinity. Tree cutting activities on USFS lands must avoid ground disturbance. The Respondent shall visit Northern Water’s Miller Hereford Ranch to identify feasible areas for willow harvest.
4. Finalize structure types based on the proximity and availability of native woody materials. The Respondent shall visit Northern Water’s Miller Hereford Ranch to identify feasible areas for willow harvest.
5. Environmental Protection: The Respondent shall work with Northern Water and ERO to flag environmentally sensitive areas for avoidance.
B. Project Construction & Implementation
The Respondent shall install a mix of beaver mimicry structures and Post-Assisted Log Structures (PALS) across three (3) reaches to meet geomorphic and hydrologic objectives.
1. Reach 1 Implementation:
a. Install ten (10) to twelve (12) PALS in confined sections to increase hydraulic diversity.
b. Install six (6) to eight (8) Beaver Mimicry Structures in the lower half to force overbank ponding and wet existing side channels.
2. Reach 2 Implementation:
a. Install sixteen (16) to twenty (20) Beaver Mimicry Structures intermixed with six (6) to eight (8) PALS.
b. Target areas downstream of headcuts to reduce head and prevent further upstream migration by forcing backwater.
3. Reach 3 Implementation:
a. Install (12) to fourteen (14) Beaver Mimicry Structures and (8) to ten (10) PALS.
b. Situating structures to force water into historical side channels and create deep-water habitat for potential beaver occupancy.
4. Post-Construction
a. Respondent shall repair/revegetate any disturbed areas (if any) according to USFS specifications
5. Construction Specifications:
a. Beaver Mimicry Structures: Always channel-spanning; must use woody material and sediment or sod mats to reduce porosity and form an upstream pond. See Appendix A for detailed specs.
b. PALS: Can be channel-spanning, bank-attached, or mid-channel; constructed using untreated wooden posts and various woody materials without requiring sediment. See Appendix A for detailed specs.
C. As-Built Documentation
Following construction, the Respondent shall document the final state of the project to serve as a baseline for future monitoring.
1. Inventory & Mapping: Create a final map showing the precise GPS coordinates and type (Beaver Mimicry or PALS) of every installed structure.
2. Structure Dimensions: Record final dimensions for all structures.
3. Visual Documentation: Establish fixed photo points at each reach to document initial hydraulic responses, such as increased lateral connectivity and floodplain inundation.
D. Adaptive Management
Per Northern Water and USFS post-construction monitoring recommendations, repair or modify structures. Please assume replacement of ten (10) structures for this proposal.
E. General Requirements and Assumptions
The following requirements and assumptions apply across all project areas and phases of this scope:
1. All field work shall be conducted in accordance with applicable safety protocols for post-fire landscape conditions, including hazard tree assessments and burn scar terrain hazards.
2. Access to project areas within United States Forest Service jurisdiction shall be coordinated in advance and consistent with applicable land use requirements.
3. Applicable environmental regulations governing work in and around waters of the United States, including wetlands and streams, shall be observed throughout all field activities.

ACKNOWLEDGEMENT OF NORTHERN WATER CONTRACT
Vendors must complete this page and include it with their response.
This contract document is Northern Water’s standard Agreement and Insurance Requirements (collectively, the “Northern Water Agreement”) template. Once the solicitation has been awarded and a Certificate of Insurance in compliance with the Insurance Requirements has been submitted, a final Agreement similar to this will be sent for your signature.
You should conduct any legal review of contract terms (including review by an insurance agent or risk manager consultation) prior to submission of your response. Your proposal must identify all your objections to the terms or conditions in the Agreement, if any, including the reason for your objections to each term and your requested changes.
By submitting a response to the Solicitation, you acknowledge that you accept all Terms and Conditions of the Northern Water Agreement that you do not object to in your proposal.
Please check one and return with your response:
⃣ I accept the Northern Water Agreement and have no changes.
⃣ I have attached a redlined version with questions, comments, or suggested changes to the Northern
Water Agreement.
IMPORTANT NOTE: If you submit suggested modifications, the proposal will be treated as a counteroffer. The decision to reject, accept, or further negotiate the changes requested will be at Northern Water’s discretion and may cause a delay in executing the agreement.

XVIII. EXHIBIT B – GIS DATA STANDARDS
The contractor is expected to submit all raw data, derived data products, and other supporting materials created or gathered during the work. The contractor must also provide Northern Water with all maps, collected field data (in raw and processed format), and all types of generated spatial data.
• All GIS data shall be delivered projected in the NAD 83 (datum) UTM Zone 13N (WKID = 26913) with units of meters.
• When the use of vertical data is applicable (i.e. when working with elevation data such as digital elevation model (DEM) rasters or producing z-enabled feature classes/shapefiles), all relevant GIS data shall use the NAVD 1988 (WKID: 5703) datum with units of meters.
• When the use of a vertical datum is applicable and necessary (i.e., when working with elevation data such as digital elevation model (DEM) rasters or producing z-enabled feature classes/shapefiles), all relevant GIS data delivered shall use the NAVD 1988 (WKID: 5703) datum with units of meters.
• Vector data shall be supplied to Northern Water in the following format according to Northern Water preferences:
o First preference: An Esri feature class within a file geodatabase (*.gdb) compatible with ArcGIS Pro v3.x (or more recent versions). The metadata for Esri feature classes should be within the file geodatabase and conform to or exceed the metadata requirements described below).
o Second preference: A shapefile within a zipped file (*.zip) containing a shapefile’s various file types (shape information (*.shp)/shape index (*.shx)/projection information (*.prj)/database files (*.dbf) and metadata (*.xml).
• Raster data (when applicable) shall be supplied in a TIFF file format with projection information (geoTIFF) and metadata (*.xml).
• All GIS data products will contain metadata which conforms to the Content Standard for Digital Geospatial Metadata (CSDGM) authored by the Federal Geographic Data Committee (FGDC) (this includes all shapefiles, feature classes, feature datasets, and raster datasets as described above). At a minimum, the metadata will specify the source, scale, extent, date, and methods (i.e., process steps) for each data product. (See metadata standards below for more information.)
• Coded value and Range domains shall be used where applicable to minimize data-entry error.
• ArcGIS Pro Projects will be included referencing delivered data and ArcPro layouts.
• The horizontal and vertical accuracies of delivered datasets must be measured and recorded when applicable. Specifically, each vector dataset must contain X, Y accuracy values (or ranges) as an attribute for points. If elevation data is included, the vertical accuracy should also be recorded.
• The XY tolerance of a feature dataset will be applied to all the feature classes stored within it.
• Each feature class or shapefile shall have full CSDGM-compliant metadata associated with each file and contain at a minimum the source, scale, date, and methods (i.e., process steps). (See metadata standards below)
• Once editing operations are complete the file geodatabase should be compacted.
• Drone based information:
o If drone imagery (photos/videos) is collected, copies of the raw data should be delivered to Northern Water.
o For geospatial drone imagery and imagery products derived from drone images (“drone geospatial products”), additional information and accuracy measures must be reported.
Specifically, the drone manufacturer and model, the drone-based camera specifics, the imagery collection date, environmental characteristics during flight/capture (weather/wind/precipitation), and the horizontal and vertical accuracies of the imagery and imagery products (where applicable) must be recorded.
o Drone geospatial products should be created with the use of fixed and measurable ground control points (GCPs) sufficient for the project extent and corresponding with the resolution of the final imagery product. The horizontal and vertical accuracy estimates for all GCPs should be reported.
• All final GIS data/metadata and project files shall be delivered in a single zipped folder.
The database shall include all the raw data (spatial, flow, groundwater, special status species, trees, waters, wetlands, concept, and schematic design, vegetation, etc.), which has been corrected and cleaned for accuracy. The raw and processed data shall meet Northern Water GIS data standards. The final zipped folder shall also include a copy of all Final/Approved reports and design map packages (if applicable) produced under this contract.
XVIII.1 METADATA STANDARDS
The Federal Geographic Data Committee (FGDC) is tasked by Executive Orders to develop procedures and assist in the implementation of a distributed discovery mechanism for national digital geospatial data. The Content Standard for Digital Geospatial Metadata (CSDGM), Version 2, is the current version of the FGDC-authored and endorsed standard for digital geospatial metadata. All metadata for GIS data submitted in project deliverables shall conform to this standard.
A metadata record is a file of information, usually presented as an XML document, which captures the basic characteristics of a data or information resource. Geospatial metadata commonly documents geographic digital data such as Geographic Information System (GIS) files, geospatial databases, and remotely sensed imagery but can also be used to document geospatial resources including data catalogs, mapping applications, data models and related websites. Metadata records include core library catalog elements such as Title, Abstract, and Publication Data; geographic elements such as Geographic Extent https://www.fgdc.gov/metadata/csdgm-standard and Projection Information; and database elements such as Attribute Label Definitions and Attribute Domain Values.
Metadata will include detailed descriptions of creation methods, analysis steps, spatial and attribute description and accuracies, complete data dictionaries, as well as use constraints and any other relevant information that could affect interpretation of applicability of these data for any potential purpose. A metadata template can be provided upon request.
XVIII.2 MAP STANDARDS
Electronic copies of all maps provided in the report deliverable shall be included as *.pdf’s. If there is no report as a part of this contract, electronic copies of all deliverable maps will be included (Inquire with project manager about desire for maps in different file formats (*.png/*.jpg). All *.pdf maps will conform to Colorado American Disability Act guidelines specified in “AA” standards for the Web Content Accessibility Guidelines (WCAG) (Understanding WCAG 2.1 | WAI | W3C). Existing cartographic standards (as specified below) for Northern Water shall be incorporated into all GIS mapping deliverables. The following elements shall be incorporated into all maps:
• Each map will include a north arrow, scale bar, legend, and where applicable, a title. If maps are not a standalone file but rather, a figure in a report or presentation/poster, the map title should be included in the figure caption.
• All functional layers (primary/foreground) represented in the geographic extent must be identified and clearly labeled in the legend (background/ancillary information is not required to be within the map legend or labeled).
• Symbology in the legend should match the symbology in the geographic extent.
• Where applicable, include a set of reference maps (e.g. overview or inset maps with plot locations, cities, major roads).
• Overall documentation should include references citations for each data layer reproduced in the map(s). The originating source of each data layer should be able to be determined and cited when necessary.
