About this file

This is a Request for Proposals (RFP) issued by the Oregon Health Authority (OHA) under OregonBuys Bid Number S-44300-00009743 for the development and provision of WIC Nutrition Education Brochures. The RFP seeks a single contract award for a three-year term with potential amendments up to ten years beyond the initial period and includes an annual update option. The project requires the contractor to deliver approximately 75,000 brochures over three years to support Oregon's Women, Infants and Children (WIC) program serving 81,500 participants across the state. The nutrition education series must include comprehensive materials covering pregnancy, postpartum care, and child development from birth to five years, addressing topics such as prenatal nutrition, infant feeding, food safety, and age-appropriate dietary guidance. The RFP mandates electronic and print materials with unlimited digital downloads, Spanish translation as a baseline with additional translations into Russian, Vietnamese, Cantonese, Arabic, Somali, Dari, and Ukrainian. Materials must comply with specific printing specifications including 8" x 5" half-fold brochures on 100# text silk coated paper with satin aqueous finish and full-color printing. The proposal submission deadline is April 17, 2024, at 3:00 PM Pacific Time, with questions due by April 3, 2024. The RFP protest period ends seven calendar days prior to the proposal opening. The single point of contact is Paul Yakis at the Oregon Health Authority.

Proposals will be evaluated on a 100-point scale based on past performance (30 points), key personnel qualifications (10 points), approach and implementation plan (35 points), and cost proposal (25 points). The cost proposal must include a firm fixed fee with itemized breakdown of all cost elements, though OHA reserves the right to negotiate the final price at contract award. The RFP predecessor, "Help Me Be Healthy," was discontinued when the provider ceased operations. No specific set-asides are designated, though the RFP encourages participation from Oregon-certified disadvantaged businesses, minority-owned businesses, woman-owned businesses, service-disabled veteran-owned businesses, and emerging small businesses. Proposers must demonstrate responsibility through signed certifications and are required to comply with various state procurement regulations including pay equity certification if the contract exceeds $500,000 and the proposer employs 50 or more full-time workers. The successful proposer must demonstrate past performance on at least two similar projects with three references, identify key personnel with relevant qualifications, and provide a detailed implementation plan. All proposals become property of the state and are subject to public inspection after the Notice of Intent to Award is issued.

2.3 OVERVIEW AND PURPOSE

2.3.1 Agency Overview and Background

Oregon Health Authority (OHA) is the organization at the forefront of lowering and containing costs, improving quality, and increasing access to health care in order to improve the lifelong health of Oregonians. OHA is responsible for most state health services and for implementing the pharmacy reforms in Oregon Senate Bill 608 (2023 regular session). OHA is overseen by the nine-member citizen Oregon Health Policy Board working toward comprehensive health and health care reform in our state.

The OHA mission is ensuring all people and communities can achieve optimum physical, mental and social well-being through partnerships, prevention and access to quality, affordable health care. OHA’s work is organized into three broad goals: Improve the lifelong health of all Oregonians, increase the quality, reliability and availability of care for all Oregonians and lower or contain the cost of care so it is affordable to everyone. OHA values service excellence, leadership, integrity, health equity and partnership.

2.3.2 Project Overview and Background

The Oregon Health Authority’s Nutrition & Health Screening/Oregon Women, Infants and Children (WIC) Program began 50 years ago. It serves to safeguard the health of low-income women, infants, and children younger than five who are at nutritional risk. The WIC program provides supplemental food, nutrition education, and referrals to health care and other social services to low-income, nutritionally at-risk women, infants, and children up to 5 years of age. Recently, program eligibility has been extended to include non-breastfeeding women (up to 6 months postpartum) and children up to age 5.

The OHA Public Health Division, Office of Nutrition and Health Screening procures and provides to local Women, Infants and Children (WIC) clinic sites located throughout Oregon a nutrition education series for pregnant and postpartum women and children, birth to 5 years old. Historically, the nutrition education series, “Help Me Be Healthy”, was the standard WIC relied on to provide the information to this targeted audience. The company has recently gone out of business. We are requesting a replacement source for these brochures.

SECTION 5: AWARD AND NEGOTIATION

5.1 AWARD NOTIFICATION PROCESS

5.1.1 Award Consideration

Award, if one is made, will be made to the highest ranked responsive, responsible Proposer.

OHA will enter into negotiations with the highest ranked Proposer with verifiable references.

References for the highest ranked Proposer may be contacted to verify that Proposer has the skills and requirements that Proposer has included in its Proposal. OHA may choose to not award a Contract. In the event that Contract negotiations with the highest ranked Proposer are not successful within a reasonable time frame, OHA reserves the right to terminate negotiations with the highest ranked Proposer, and negotiate with the next highest ranked Proposer and so on, until successful negotiations are completed, or OHA decides to terminate all negotiations and cancel the solicitation. The determination of what constitutes a reasonable time frame for purposes of this paragraph shall be solely at the determination of OC&P. This protocol will be followed until a Contract has been signed. If all Proposals are rejected, Proposers will be promptly notified.
