Can vendors provide proof of Malpractice insurance at time of award?

Can the government extend the proposal date by 1 week to allow vendors to adequately respond to the solicitation requirements?

At this time, an extension has been granted to Thursday July 2, 2020 at 4pm cst. The Government may revisit an extension prior to close date/time. However, interested vendor(s) should ensure quote is submitted by due date/time.

Can the government please explain how assignments to the associated CBOCs or VAMC will be made for each provider? How much advance notice will be provided?

The Clinic Director at each VA outpatient clinic and the MEDVAMC Mental Health Supervising Physician will supervise and determine the work assignments for the contract physician. Guidance will additionally come from the Executive of Ambulatory Care and Mental Health Executive The VA panels their MH patients. Each provider will be assigned to a panel of patients; therefore, work will be determined by the number of scheduled and unscheduled (walk-ins) visits a day. Appointments are scheduled out 300+ days based on the clinical requirement and acute care need. On average a provider will see 12-20 scheduled and unscheduled patients a day. Each day will have some buffer for administrative time along with a dedicated administrative time once a week during the weekday (depends on the facility) to assure all notes, referrals, telephone calls, secure messaging, are up to date and within compliance.

Contract providers will routinely see their next day, week, month schedule. It is highly required/recommended to review next day schedule with assigned nursing team (huddling) to assure clinical needs are met to provide the best patient experience.

Once assigned to a CBOC, how long will the assignment last?

Providers will not be rotating amongst locations, but rather will be assigned to a facility. If the contract provider is assigned to MEDVAMC, then 100% of the time will be spent there unless there are unusual circumstances requiring to be at another facility. Same applies if the provider is assigned to one of the CBOCs.

What is the estimated award date for this procurement, the solicitation states September 1, 2020; however from our experience the procurement process does not always move this fast?

An estimated date can’t be provided at this time.

Can the government clarify who is the “Key Personnel Administering the Contract,” they would like vendors to discuss? “Experience of Key Personnel Administering the Contract, their longevity at the company, and their availability throughout the life of the contract.” Is the government referring to the vendor’s corporate personnel that will manage the contract or the “designated psychiatrist” who will serve as the point of contact/ liaison?

Can vendors use past performance from a subcontractor?

Do the psychiatrist require any special training? For example, experience with PSTD or military sexual trauma?

General psychiatry experience with medication management is needed. However the Veteran population has a high number of patients experiencing PTSD, MST, or other MH diagnosis.

I am reviewing the Solicitation for Psychiatrist Services. Is the position for one Psychiatrist or more?

There is no set number of Psychiatrist, however Contractor shall furnish all personnel to provide services necessary to perform onsite Board-Certified/ Board-Eligible Psychiatry Services (5,928 hours per year/2.85 Full Time Equivalent (FTE)) to eligible beneficiaries of the Department of Veterans Affairs (VA), Michael E. DeBakey Veterans Affairs Medical Center (MEDVAMC) and/or its CBOCs.

Will all providers need to be able to do Outpatient and Inpatient work? For example, what if a provider does Outpatient only, could we still present them? Can you confirm that this means that the providers could do strictly Outpatient only or Inpatient only? As long as I can provide enough providers to cover each need, the providers themselves would not need to be able to do both duties, correct?

This requirement is strictly for outpatient services.

Are there any special emergency privileges or expedited privileges available due to the current pandemic?

The entire facility is reopening outpatient services by various milestone. Providers are working at the clinic or teleworking based on need and approval.

Provider references – are contact names and contact information sufficient?

Is a suboxone certification a requirement or a benefit for a provider to have?

It is not a requirement but highly recommended. If time is taken out not being able to prescribe clinically appropriate medication for patient, then clinical care is not being provided timely.

Please advise if there is an incumbent contract for this requirement. If so, who is the current incumbent contractor and are all positions filled?

Current incumbent is AB Staffing Solutions, LLC. We have no current contracted psychiatrist on board.

Is this a new opportunity?

Yes

What is the average patient volume per day for each Psychiatrist?

10-16 patients a day to include scheduled, unscheduled, and emergency patients. There is dedicated administrative time carved out weekly to catch up to medical notes, medication management, referrals, conduct patient calls, meetings, and etc.

What does the current support staff consist of?

The support staff ratio varies at each clinic. Each clinic however consists of psychiatrist, psychologist, social workers, and administrative support (for scheduling). Each clinic also has a Clinic Director, Nurse Manager, and a head administrator.

Is the EMR able to speak to Dragon type software?

Dragon software is available through our IT services. However due to the current pandemic, IT services are being triaged to higher need areas and projects. It is quite possible obtaining dragon will take longer than expected, therefore it is advised contract providers be fluent in typing and particular time management to assure they complete their work timely. All work is expected to be completed within 40 hours a week unless unforeseen services or number of patients is higher than the norm.
