About this file

This is Amendment 3 to a negotiated procurement solicitation (57-08123-24-NR) issued by the USDA on January 15, 2026. The amendment modifies parking and facility requirements originally issued on June 10, 2024, and does not change the proposal submission deadline unless a new date is specified by the contracting officer.

The primary changes eliminate the Electric Vehicle Supply Equipment (EVSE) charging infrastructure installation requirement and correspondingly revise parking space allocations. Section 1.02 is revised to require 30 parking spaces near the main entrance for customer/visitor use reserved exclusively for Government use, 28 parking spaces for employee parking (which may be located on or within 300 feet of the premises and need not be reserved for Government use), and 12 secured fenced parking spaces reserved exclusively for Government-owned vehicles. The revision to Section D of Exhibit C removes references to EVSE charging station accommodations and specifies that the secured Government vehicle parking area consist of fully enclosed chain-link fence with two gates (minimum 20 feet wide) on opposite sides, cypher locks, a 3-foot pedestrian walk gate, and an exit emergency panic bar. Additionally, Paragraph E of L100 Section 6.19 (Recycling and Composting) has been removed, and GSA 3517B General Clauses have been updated from the December 2023 version to December 2025. Offerors must acknowledge receipt of this amendment in writing by the proposal submission deadline or risk rejection of their offers.
