2.3 OVERVIEW AND PURPOSE
2.3.1 Agency Overview and Background
OHA has a strategic goal to eliminate health inequities. The OHA Public Health Division (PHD) is responsible for modernizing public health data so it is rooted in community ways of being and knowing, provides meaningful context and is collected, analyzed and interpreted in a way that honors the strengths, wisdom, lives and culture of the individuals who are sharing information for public health data. The fields of data justice and data decolonization are growing and as the field of public health is changing, it is critically important to train public health professionals in decolonized approaches to public health.
To center the strengths and wisdom of Indigenous communities to improve health, OHA is seeking a qualified contractor to provide training and technical assistance for decolonizing approaches to public health practice. The awarded contractor must be a leader in data justice, data decolonization and Indigenous health equity, so that OHA and the Oregon public health system can continue working toward health equity in communities of color, Tribal communities, disability communities, immigrant and refugee communities, undocumented communities, migrant and seasonal farmworkers, LGBTQIA+ communities, faith communities, older adults, houseless communities, and other communities.
2.3.2 Project Overview and Background
Over the last few years, OHA has invested in pilot projects with community-based researchers to critically examine how public health data have been collected, analyzed and reported. Unfortunately, traditional public health data practices have been structured in ways that minimize the depth of individual experiences, lack cultural, political and social context and do not often represent communities equitably, let alone in such a way that community wisdom, strengths and centuries of Indigenous and cultural practices are valued and centered.
OHA recognizes that the fields of data justice and data decolonization are new and commits to leadership, staff and partner support to learn new strategies for public health practice framed in a healing justice approach. The award made under this RFP will support much-needed capacity building for the public health system and cultivate new governmental public health leaders in decolonizing practices and Indigenous health equity.
2.3.3 Purpose
The strategic goal of OHA is to eliminate health inequities. OHA PHD recognizes that
DAS Procurement Services, Version 4.5 March 31, 2023 Page 6 of 18 colonialism is a leading factor in unjust health inequities in Oregon and seeks opportunities for learning, training and development for staff and for public health partners. OHA PHD is committed not only to supporting staff in learning about Indigenous-led approaches to health equity and justice, but also fostering deeper relationship, connection and culture that supports deep and systemic organizational change practices to move from transactional to transformational approaches to health equity.
OHA PHD is starting its journey toward data justice with the addition of new positions designed to create standardized approaches to data equity and justice across the organization. Since this is a newer area of work for state health departments, individual learning development and coaching is important to create more leaders and collaborators in this field.
To that end, OHA seeks to support a cadre of staff and public health partners through the Data-Healing Justice Training Curriculum and will cultivate a leadership team that is tasked with listening to feedback and facilitating systemic organizational change.

(Attachment A), with the exception of those terms listed below for negotiation.
Proposer shall review the attached Sample Contract and note exceptions.
Proposer must submit those exceptions to Agency during the Questions / Requests for Clarification period set forth in Section 1.2. If Agency agrees to make any requested changes to the Sample Contract/Price Agreement, Agency will issue an Amendment to notify Proposers of such changes. Unless Agency issues an Amendment modifying any of the terms and conditions, Agency intends to enter into a Contract with the successful Proposer substantially in the form set forth in Sample Contract (Attachment A).
Following the selection of the apparent successful Proposer, Agency may agree to negotiate changes to the negotiable provisions of the Sample Contract/Price Agreement listed below.
However, Agency is not required to make any changes and many provisions cannot be changed. Proposer is cautioned that the State of Oregon believes modifications to the standard provisions constitute increased risk and increased cost to the State.
Any subsequent negotiated changes are subject to prior approval of the Oregon Department of Justice.
Agency is willing to negotiate ONLY the Statement of Work and the following terms and conditions:
• Pricing
• Payment Schedule
In the event that the parties have not reached mutually agreeable terms within 30 calendar days, Agency may terminate Negotiations and commence Negotiations with the next highest ranking Proposer.
