About this file

This is a Scope of Work proposal document for Anti-Racist Trauma-Informed Care (ARTIC) training services in support of the Oregon Health Authority's (OHA) Organizational Resilience and Healing Approach Policy (ORHP) implementation. The proposal outlines a comprehensive training initiative structured in four phases: relationship building meetings, focus group sessions to identify implementation concerns, curriculum development for three training modules, and implementation with a final live session and resource bank. The deliverables are scheduled across May through July 2023, with relationship building occurring in May-June 2023, focus groups in May-June 2023, curriculum development in June-July 2023, and implementation activities in July 2023. The proposal does not specify a formal response deadline or contract term length, instead presenting these as discussion points to be finalized in a meeting between ARTIC and OHA leadership.

The total project cost is estimated between $19,500 and $21,500, with individual components priced as follows: relationship building at $1,000 per meeting, focus groups ranging from $3,000 to $5,000 depending on session requirements, curriculum development at a flat rate of $11,000 for three modules and planning meetings, and implementation services at $4,500 for resource bank development and final session facilitation. The proposal is presented as a flexible, customizable offering rather than a fixed contract, with the providers (Rebecca Davis and Shea Lowery of ARTIC) indicating willingness to adjust scope and pricing based on OHA's specific needs. No set-asides, incumbent information, or formal funding sources are mentioned in the proposal document.

Anti-Racist Trauma-Informed Care (ARTIC) + OHA Organizational Resilience and Healing Approach Policy (ORHP)

Hello, OHA!

We’re so excited to continue this work and building our wonderful relationships with y’all! As a reminder ARTIC is co-founded and run by Rebecca Davis, MA, MSW, LiCSW, SEP who identifies as queer, Black and Indigenous, and Shea Lowery, MS, LPC, ACS a queer white woman. We’re also both trauma therapists, and we believe that all equity work is ultimately about naming, recognizing, and healing trauma at every level. We do this by centering and prioritizing the needs of folx who hold the most trauma in an organization: Black, Indigenous, and Non-Black People of Color.

This proposal includes the work we’ve discussed to support the implementation and efficacy of the ORHP. Typical pricing will be included in each step. We’re committed to making our work bespoke and accessible, so please let us know your needs and we’ll make sure we can provide you with something valuable. If this proposal could match your goals, please let us know and we’ll hold a meeting to finalize plans and identify the next steps! .

- Relationship Building: ARTIC will attend at least one meeting to get reacquainted with the working group, learn more about the history and development of ORHP, and systemic factors/needs for successful implementation and finalizing scheduling for training sessions, focus groups, and curriculum delivery.

Cost: $1,000 per meeting

Deliverable Timeline: May-June 2023

- Focus Groups: in order to ensure the ORHP curriculum covers the content needed by supervisors and employees alike, we’d recommend holding focus groups with vested parties to discover any potential worries, barriers, apprehensions, or concerns related to policy implementation. Data from these groups will inform curriculum development and help us be proactive in managing any potential distress or resistance to the policy and provide the needed tools for success.

Costs: $1000 per 1/hr session (1-3 sessions depending on scheduling and size needs), plus $2000 flat fee for data collection/analysis, and final report delivery.

Total: $3000 - $5000

Delivery Timeline: May - June 2023

- Curriculum Development: While the final virtual curriculum content will be determined by the focus groups, we would develop three modules that would address the core values (and definitions) driving the policy, in-depth review of the policy itself, and a module providing role-plays, tools, and scenarios for implementation. We would include quizzes and exercises to allow for certification in policy competence. We’d also work collaboratively with the team in the development of the curriculum and attend up to five planning meetings.

Costs: flat rate of $2,000 per module (6,000 total) in addition to five planning meetings including prep time and follow up actions for $5000

Total Cost: $11,000

Deliverable Timeline: June-July 2023

- Implementation and Reflection – We would close with a final live session (recorded) to integrate the material and share a resource bank

(e.g. additional role plays, scripts, handouts) for further work. We’d also provide time for teach-back experiences to help attendees sharpen their policy implementation skills.

Costs: resource bank development and access in perpetuity is

$2,000 and facilitation of final session is $2,500

Total Cost: $4,500

Deliverable Timeline: July 2023

Total: $19,500 -$21,500

In Solidarity, Rebecca + Shea
