About this file

This document is a Statement of Work (SOW) for providing cable television (TV) services to the Mount Weather Emergency Operations Center (MWEOC) facility. The SOW describes the requirements for the Federal Emergency Management Agency (FEMA) Mount Weather IT Services (MWITS) Division to acquire HD cable TV service, including a minimum of 20 channels, to approximately 1,100 digital TV sets across the facility. The contract will have a base period of 12 months plus four 1-year option periods. The contractor must provide the TV programming signal, equipment, and any necessary installation and maintenance services. Key technical requirements include the ability to receive and integrate ATSC signals, provide clear QAM 256 output, and include an electronic program guide. The government will provide the RF distribution plant and necessary space and utilities. MWEOC personnel will ensure the services are fully functional upon acceptance. The SOW is related to a pre-solicitation for the MWITS Division's requirement for cable TV services.

Statement of Work MWEOC Television (TV) Services

Introduction/Background This statement of work (SOW) describes the requirements of the FEMA Mount Weather IT Services (MWITS) Division to acquire cable television service to the Mount Weather Emergency Operations Center (MWEOC).

The MWEOC MWITS Division distributes cable television from the site headend equipment to customers across the facility, to a total of 1100 drops, for digital television (TV) sets in numerous site buildings. This drop number is generally expected to stay the same over the course of performance associated with this PWS.

The current operation and structure of the MWEOC TV Service consists of a head-end system within a dedicated room and from where a sole signal originates and is distributed via optical fiber. A fiber-optic launch amplifier exists at the head-end and numerous optical nodes exist along points in the distribution to form a star topology. Each optical node outputs an RF signal on RG 11 cable backbone to form a trunk line. This trunk line is then split using taps that form drops on RG6 cable to individual televisions. This technique is known as “trunk and tap” delivery.

The current head-end system equipment primarily consists of (but is not limited to) the following to make the system operational: racks; integrated head end chassis with power supplies, Ip encoders, data-transcoders, demodulator(s); power strips; rack fans with plates; multi-switches;

receivers; combiners; a TV Monitor; rack shelves; RF launch amplifier; satellite receiver with mount, mast, and ballast VHF and UHF Antennas.

Scope of Work It is expected that the Government will procure a multi-year contract for HD Cable Television service for MWEOC.

The TV service must include an HD television programming signal to a digital CATV headend in MPEG2, or MPEG4 that serves an estimated 1100 drops, for digital television (TV) sets in numerous site buildings on a closed secured federal facility.

Programming signal must include the following minimum channels:

• Bloomberg TV, CNBC, CNN, CSPAN-1, CSPAN-2, FNC, FBN, MSNBC, CNBC World, and ESPN

Additional entertainment channels will be needed, and may include the following or similar:

• Discovery, FX, History, Motor Trend, Nasa TV, National Geographic, Fox Sports, Syfy

Please see Technical Requirements sections for detail requirements.

Period of Performance The period of Performance shall include (1) base period plus four (4) option year periods. The base period will be 12 months.

• Base Period: Date of Award – August 1, 2024 – July 31, 2025

• Option Period 1: August 1, 2025– July 31, 2026

• Option Period 3: August 1, 2027 – July 31, 2028

• Option Period 4: August 1, 2028 – July 31, 2029

Place of Performance Services are to be procured and will be used within the MWEOC facility (19855 Blue Ridge Mountain Road, Mt. Weather, VA 20135) by the MWITS division.

Invoices The invoices will be delivered to FEMA Accounts Receivable at FEMA-AR@fema.dhs.gov, so the Contracting Officer’s Representative (COR) can process in accordance with the contract’s invoice and payment guidelines.

Work Requirements The contractor shall provide at a minimum 20 cable channels or better, plus cable service and equipment. To include any connectivity issues, maintenance of all lines and equipment.

Installation Services if needed will be determined at the time of award.

If installation services are needed, the Contractor shall provide all labor to include supervision, project management and administration, transportation, tools, equipment and materials, services, and any other items as required necessary to meet all requirements and perform all tasks outlined in the finalized statement of work.

The Mount Weather Police Department conducts access eligibility verifications and baggage and vehicle screening. Screening techniques include National Crime Information Center (NCIC) checks, identification checks and magnetometer and x-ray scans.

Technical Requirements Must meet the below technical requirements:

Hardware Requirements:

• Must include Integrated Receiver Decoder (IRD)

• Ability to receive and integrate Advanced Television Systems Committee (ATSC) signals

• IRD/ATSC outputs should be Multicast Transport Protocol (MTP)
