SOURCES SOUGHT ANNOUNCEMENT FOR
55th WING CONSTRUCTION ENTRY CONTROL, CST, AND OBSERVER SUPPORT
A. INTRODUCTION:
1. This is a Sources Sought synopsis being conducted pursuant to FAR Part 10, Market Research. This is for planning purposes only and there is no solicitation available at this time.
2. This is an initial step in the planning process for the 55th Wing Construction Entry
Control, CST, And Observer Support Indefinite Delivery Indefinite Quantity (IDIQ) contract, which is a new fixed price requirement for the 55th Wing at Offutt Air Force Base, Nebraska.
3. New facilities will be constructed at Offutt Air Force Base. The 55th Contracting
Squadron at Offutt Air Force Base, Nebraska, seeks information about potential sources to perform Observer duties, Construction Surveillance Technician (CST) duties, and Entry Control Monitor (ECM) duties. These services will consist of providing personnel consisting of Observer, CSTs, and ECMs. These services will be performed at Offutt Air Force Base, Nebraska during the construction phase.
4. All contractor personnel shall be a United States citizen and possess/be eligible for a
TOP SECRET security clearance. Observer contractor personnel will require a TOP SECRET clearance with eligibility for Sensitive Compartmented Information (SCI) access.
5. The North American Industrial Classification Systems (NAICS) code is 561612, Security Guards and Patrol Services, which has a small business size standard of $22M. A small business firm competing as a prime contractor must be able to perform at least 50% of the total requirement within its own company (reference FAR 52.219-14, Limitations on Subcontracting).
6. As part of the Government’s continuous information exchange with industry while formulating the acquisition strategy for the 55th Wing Construction Entry Control, CST, And Observer Support IDIQ contract, we request your assistance in determining if this acquisition should be a total set-aside as authorized in Federal Acquisition Regulation (FAR) Part 19, Small Business Programs, or set aside under another provision of FAR Part 19. In order for the Air Force to make this determination, we are requesting information to gain knowledge about the capability of potential offerors to meet contract requirements. This information will allow us to determine whether small business concerns can satisfy the Government's requirement to obtain quality services at a reasonable price. Your response will assist greatly in the formulation of an acquisition strategy that maximizes the participation of small business.
B. INFORMATION AND INSTRUCTIONS:
1. All businesses capable of providing these services are invited to respond. Any information provided to the government as a result of this sources sought synopsis is voluntary and the Government will not pay for any information submitted.
Respondents are requested to submit capability packages electronically, as described below.
a. Capability packages shall be one electronic copy. Capability package files should be in MS Office format (Word, Excel or PowerPoint) or Adobe pdf format, and should not exceed 5 MB on one email. All packages shall contain UNCLASSIFIED material only.
b. Capability packages should not exceed 10 pages, each single side counting one page, 8.5 x 11 inch, with one-inch margins, and font no smaller than 10 point Times New Roman. All capability packages must be received no later than 1400 hours (Central) on 28 July 2021.
c. Capability package responses shall be sent via email to megan.gritz@us.af.mil, timothy.lange.3@us.af.mil, AND patrick.etherton@us.af.mil.
2. Respondents must include the following information within their capability packages:
a. Company Information: Provide company name, address, a point of contact with e-mail address and telephone number, Federal Cage Code, Data Universal Numbering System (DUNS), business size, and security clearance level. Your company must be registered in System for Award Management (SAM). To register, go to https://www.sam.gov.
b. Small Business: Small business respondents to this announcement should indicate whether the respondent is a small business, 8(a) concern, veteran-owned small business, service-disabled veteran-owned small business, HUB Zone small business, small disadvantaged business, women-owned small business, etc.
3. In addition to the 10-page capability statement, contractors are required to submit responses to the questions below.

a. Phase-In Period: What is the estimated time period for phase-in once the contract is awarded?
b. Clearance: Can your company provide personnel with Top Secret Security clearances with eligibility for SCI access for Observer duties indicated in the PWS? If so, how many observers can your company provide?
c. Lead Time: How much lead time would be required to provide additional Observer support?
d. Hours per Day: How many hours of support a day can be provided?
e. Contract Type: What is the recommended contract type?
4. Small businesses are encouraged to submit responses even if your experience is primarily that of a specialized subcontractor. Please indicate in the capability statement if interested as a prime contractor or subcontractor, C. CAPABILITY PACKAGE AND EVALUATION: The Government will identify potential firms by evaluating the capabilities packages using the following criteria.
All of the following items must be demonstrated in the capability package to be considered a potential prime contractor to assist with developing our acquisition strategy (see A.6 above):
1. The prime contractor must provide 3 examples of work comparable in magnitude and complexity performed within the last 5 years. The work must be comparable with work in the 55th Wing Construction Entry Control, CST, And Observer Support Draft PWS dated 24 June 2021 and the examples must demonstrate executing approximately $5 million each year on multiple similar concurrent projects as a prime contractor. The contractor must provide the following information for each example: 1.) Description of the project 2.) Customer name and 3.) Dollar value of project.
2. Provide an overview of experience, technical capability, and past performance as it pertains to the 55th Wing Construction Entry Control, CST, And Observer Support Draft PWS dated 24 June 2021.
3. Provide additional questions or comments on the 55th Wing Construction Entry Control, CST, And Observer Support Draft PWS dated 24 June 2021 if applicable.
4. If your company is a small business, you must be capable of performing at least
50% of the total requirement within your own company.
D. GOVERNMENT RESPONSIBILITY: This Sources Sought Notice is not a solicitation and should not be construed as a commitment by the Government for any purpose, nor does it restrict the Government to an ultimate acquisition approach.
