PERFORMANCE WORK STATEMENT
OFFUTT AIR FORCE BASE CONSTRUCTION ENTRY CONTROL, CST AND OBSERVER SUPPORT
24 June 2021

SCOPE OF WORK: The Multi Domain Operations (MDO) Facility, Defense Courier Service facility and NC3 Campus build, involves construction of specialized facilities with reinforced concrete foundation and floor slab, structural steel frame, single membrane roof, utilities, fire detection/protection, pavements and parking lots, access road, communications support, site improvements, landscaping and all other necessary support. The construction design exceeds minimum Department of Defense (DOD) Unified Facilities Criteria standards for antiterrorism and force protection. The security procedures for the NC3, DCS and MDO are further defined in the NC3, DCS and Multi Domain Operations Construction Security Plan (CSP).
1.0. DESCRIPTION OF SERVICES.
1.1. Scope. In order to comply with intelligence community directives, policies and procedures shall be established on the construction site as a precursor to certification and accreditation of sensitive areas and information systems.
1.2. Place of Performance. The construction site is located on Offutt Air Force Base near Bellevue, NE.
1.3. Period of Performance (PoP). The period of performance is for one year with seven one-year options and a six month extension option.
1.4. Tasks. The contractor shall provide certified, trained and qualified Entry Control Monitors and observer personnel for construction site. Contractor shall ensure that personnel are at least 18 years of age and possess a high school diploma or equivalent; and personnel comply with all applicable federal, state, local, Department of Defense (DOD) and Air Force regulations to include applicable Force Protection Condition (FPCON) requirements for Entry Control Monitors and Observers. All duties, except CSTs if needed and some observer duties, shall be accomplished at the designated place of performance 365 days per year on a 24-hour, seven day per week basis regardless of weather conditions and Offutt Air Force Base closures/limited access protocols/delayed reporting.
1.4.1. The contractor shall detect, deter and report unauthorized personnel, unauthorized vehicular entry, damage, pilferage, removal, destruction, misappropriation, misuse, theft or other improper or unlawful disposition of Government and contractor property as well as suspected acts of espionage or sabotage into areas designated by the Contracting Officer’s Representative as secure areas as part of the designated construction site. The contractor shall monitor and report the occurrence of fires, explosions, collapses, flooding and other actual or potentially dangerous incidents. If needed/applicable, the contractor shall render first aid as required. In the event of any of these occurrences, the contractor shall summon appropriate emergency response forces (e.g., fire, security forces, rescue and ambulance) and then notify the Construction Security Manager (CSM) or Site Security Manager (SSM) per construction site Standard Operating Procedure (SOP). Additionally, the contractor shall assist emergency response forces and Government personnel in emergency evacuations as required in the CSP, Special Security Instructions (SSIs) and/or SOPs. Mission Essential Functions are identified as (ME).
1.4.1.1. Observers (ME). Observers will be responsible for continuous knowledge of the location of employees under his/her control. Observers must be citizens of the United States (U.S.) and have, or be able to obtain, a Top Secret clearance prior to establishment of secondary secured sites. The Contractor shall provide a sufficient number of observers to ensure adequate observation and physical control of construction workers regardless of whether observation is of pedestrian construction personnel, construction vehicles or oversight of special construction items/equipment. Observers may also be utilized for oversight of specialty items off/outside the construction zone, to include oversight when transporting specialty items to and from the construction sites/zone. Additionally, observers will assist with construction zone/site badge issue and control for all/any personnel requiring entry to the construction zone/sites. Unforeseen schedule changes, however, may periodically require up to 24-hour a day coverage. Final number of observer personnel and functional policies and procedures shall be coordinated with the COR, SSM and/or SSO prior to construction start.
1.4.1.2. Construction Surveillance Technicians (CST) (ME). If required, CSTs are cleared individuals with specialized knowledge and training in construction trades. These technicians conduct surveillance during construction to ensure that construction requirements are met and approved during the different phases of site preparation, construction, fit-out and lockdown to ensure that work is executed as designed and is free from security hazards. To comply with national directives and standards, CSTs must be citizens of the United States (U.S.) and have, or be able to obtain, a Top Secret clearance with eligibility for Sensitive Compartmented Information (SCI) access. If required, up to 2 CSTs would be needed throughout different phases of the construction projects.
CRITICAL: CSTs shall have at least three (3) years of experience in construction security surveillance or construction quality assurance or have at least three (3) years of hands-on supervisory construction experience (This may be waived on a case-by-case basis to fit the current on-site job requirements as directed by the Program Security Officer (PSO), SSM or the CSM). Additionally, CSTs shall have completed training and be certified in security hazards and surveillance techniques either through attending the Department of State (DOS) or comparable CST training course. If the contractor elects to use a training source other than the DOS, the contractor shall include a copy of the training/lesson plan(s) as part of the proposal.
1.4.1.2.1. CSTs shall provide surveillance whenever the construction site is accessed by construction laborers. In accordance with the U.S. Army Corps of Engineers (USACE) construction contract specification 01 14 00, paragraph 1.6.1.3, construction work will normally occur 8-10 hours/day between 6AM – 9PM, Monday – Friday and possibly some weekends for special circumstances. Unforeseen schedule changes, however, may periodically require up to 24-hour/day CST coverage. Based on current projected construction schedules, the government estimates future CST requirements. The contractor shall be capable of adjusting CST coverage to account for schedule changes given reasonable notice (to be agreed upon in writing). The Government will make every effort to give the contractor reasonable notice of start date(s).
1.4.1.2.2. CSTs shall maintain daily logs during their tour of duty. Logs shall be in Microsoft Office or Adobe formats, searchable, signed and provided daily to the Government. Progress will be documented and supported by photos organized to support the logs of each assigned facility by the CST and turned over to the Information/Knowledge Manager. All information collected by the CSTs during the course of documenting construction standards of new facilities remain the property of the U.S. Government. The selected company that has their own proprietary information collection systems shall grant exclusive rights to 55th Wing (SSM, SSO or designee) for any and all information collected. The selected company shall not release any collected information from the MILCON construction zone/job site to any third party without the written consent of the 55th Wing (SSM, SSO or designee).
1.4.1.2.3. During the course of the CST inspection they shall be equipped with a flashlight and extendable reflected device (mirror) to reach areas that are too restricted or confining, and any other specialized equipment to aid with inspections.
1.4.1.3. Entry Control Monitor (ECM) (ME) duties as follows:
1.4.1.3.1. Perform entry control duties for designated/established points and provide/assist with observer duties as needed that require up to a Top Secret clearance for designated areas; which could vary according to/with Offutt AFB FPCONs, when the access control point is open to include:
1.4.1.3.1.1. Ensure only authorized personnel are granted entry to the construction site and/or any secondary construction site secured zones in accordance or referenced in SSO Security Requirements, appendix C, by checking personnel credentials using the construction security access control systems or procedures provided by the government. No personal protective non-lethal or less-lethal devices, such as batons, conducted electrical weapons, or OC sprays are authorized.
1.4.1.3.1.2. Deny entry to anyone who has not satisfied requirements for construction site access.
1.4.1.3.1.3. Shall open and close the construction site access control point IAW the prime construction contractor schedule in accordance or referenced in SSO Security Requirements, appendix C.
1.4.1.3.2. When or if needed, will assist the SSM or designee with personnel and/or vehicle inspection duties for any designated location or control points to include:
1.4.1.3.2.1 If needed/or applicable, shall assist the SSM or designee with site access point(s) for vehicle inspection entry lanes using contractor provided traffic cones/similar equipment (portable) to channel traffic into and out of the inspection areas to achieve/ensure safety. Contractor shall ensure that there are clearly marked areas for vehicle waiting for inspection entry that do not block access for other essential vehicles into the construction site.
1.4.1.3.2.2. If needed/or applicable, shall configure or assist with site access point(s) for pedestrian traffic using contractor provided traffic cones/similar equipment (portable) and ensure only authorized personnel are granted entry to the construction site.
1.4.1.3.2.3. If needed/or applicable, shall assist with checking personnel credentials using the government provided construction security access control system and shall deny entry to anyone who has not satisfied requirements for construction site access.
1.4.1.3.2.4. If needed, shall assist Security Forces, SSM or designee with randomly inspecting vehicles entering the secured sites and maintain a log of vehicles inspected and summary of inspection results.
1.4.1.3.2.5. If needed, shall assist the CSM/SSM or designated representative with ensuring personnel are in accordance with site policies before/while entering the construction and secured site, as referenced in SSO Security Requirements, appendix C.
1.4.1.3.2.6. Shall comply with instruction from handler of any employed Military Working Dog Team.
1.4.1.4. Shall conduct continuous situational awareness observations when the access control point is closed to include:
1.4.1.4.1. Shall be able to transit to any location on the construction site in less than five minutes in all weather conditions traversing all types of ground conditions.
1.4.1.4.2. Shall continuously observe the secured site/area IAW SSIs, CSP and SOPs. During limited lighted conditions ensure additional directional illumination is adequate to cover large areas.
1.4.1.4.2.1. Shall report to CSM/SSM all non-functioning protective lighting.
1.4.1.5. Shall report any/all after hours discrepancies to the CSM/SSM and Security Forces after-hours point of contact.
1.4.1.6. Shall maintain a daily (24-hour) written log of PED violations, security events, and shall provide the log to the CSM/SSM after shift log entries are completed. Log distribution to other entities is prohibited unless specifically approved by the CSM/SSM.
1.4.1.7. Shall summon emergency vehicles and crews as required. Shall assist first responders in gaining mobile access and assist personnel evacuations, in accordance or referenced in SSO Security Requirements, appendix C. The contractor shall provide the ability to have voice amplification at the ECP to the construction zone such as a bullhorn.
1.4.1.8. Shall notify the CSM/SSM, Security Forces and/or designee any incident, information or circumstances that may pose a threat to the security and/or safety of personnel, equipment or resources. The contractor shall complete a detailed incident report on all construction site incidents. The completed incident report will be forwarded to the CSM/SSM and Security Operations Team Leader or designee at the end of each shift. Incidents are defined as those events involving, but not limited to, breach of security, accidents, procedural violations, injury to persons or property damage. The contractor shall not discuss or provide any information concerning such incidents with any other private, civil or government organization without permission of the CSM/SSM or the Contracting Officer’s Representative (COR).
1.4.1.9. Shall conduct building checks to annotate the condition of designated facilities during non-duty hours. Checks and results shall be annotated on building check sheet each shift.
1.4.1.10. Shall complete a post changeover/equipment accountability sheet each shift.
1.4.1.11. When requested and/or if needed, the contractor shall provide emergency on-call response force to augment existing ECM staff within 12 hours from initial notice, for up to 7 days and shall provide the government, contact information for the contractor’s representative.
1.4.1.11.1. Shall have the ability to notify the construction site of emergencies or the need to direct personnel/traffic. The contractor shall provide the ability to have voice amplification at each entry point on the construction site such as a bullhorn.
1.4.1.12. ECMs shall have a vetted and cleared background check for normal duties and operations. ECMs shall possess a TS clearance when providing duties for secondary controlled site/zones with fencing, during specialized construction/builds.
1.4.1.13. ECMs shall be citizens of the United States or individuals who have been lawfully admitted for permanent residence as defined in 8 U.S.C. 1101(a)(20) or who are protected individuals as defined by 8 U.S.C. 1324b(a)(3).
1.4.2. Secured Site Procedures: When the secondary fence for the secured site locations and/or first portion of the MDO is ready to be locked down, contractor shall:
1.4.2.1. Maintain updated construction Facility maps or blueprints showing area status (locked or open).
1.4.2.2. Direct security, fire and medical responses when/if needed.
1.4.2.3. Use Government provided checklists for standard security control functions, (may include but not limited to opening and securing requirements for locked down areas, emergency response procedures, emergency and leadership contact information).
1.4.2.4. Be accountable for all locked down facilities. All keys/combinations shall be secured in a General Services Administration approved security container and only released by the SSM or designee to properly cleared personnel that are on the accessed controlled list provided by the SSO.
1.4.2.5. If needed or applicable, be able to operate computers and use various types of software such as Microsoft Word and Excel in support of lockdown areas.
1.4.2.6. Assist the SSM or designee with any alarm testing activities with security personnel that oversee the effective operation of the alarm, access control and Closed Circuit Television (CCTV) systems.
1.4.2.7. Maintain timely and accurate written records of security related activities.
1.4.2.8. Maintain close contact with security site supervisors and assist with dispatching security forces as necessary.
1.4.2.9. Be able to read and understand building floor plans.
1.4.2.10. Prioritize communications and effectively communicate over the telephone, in writing, and over the radio.
1.4.2.11. Report any unusual/abnormal activity or items with the construction security site supervisors or designee within leadership.
1.4.2.12. Assist with construction zone/site badge issue and control for all/any personnel requiring entry to the construction zone and sites.
1.4.2.13. Verify personnel credentials using the government provided secure site/construction zone EAL and deny entry to anyone who has not satisfied requirements for construction zone access. Credentials shall be physically handled by the contractor when inspected, unless amended by the Contracting Officer or a representative, so that the contractor can detect signs of a fraudulent credential that may not be noticeable when not physically handling the credentials.
1.4.3. Individual Construction Surveillance Technician (CST) contract personnel hours shall not exceed fifty five (55) hours per week to include related Post-Associated Time (PAT) unless authorized/approved. The hours of the remainder of the contract Entry Control Monitor personnel and Observers shall not exceed fifty (50) hours per week during day shifts and seventy (70) hours per week during night shift, to include related Post-Associated Time (PAT) unless authorized/approved. PAT is defined as time required for equipment issue and turn-in, pre-and post-shift briefings and transit time to and from post. PAT for the construction site is estimated to be thirty to sixty (30-60) minutes before and after each shift. During the PAT, a supervisor or designee shall brief all required and necessary information to all contract personnel assuming duty.
1.4.4. The contractor shall provide shift relief for on-duty contract personnel for meals, scheduled breaks, and necessary/required training/certifications as required by state and local law or any other governing policies.
1.4.5. A weekly written duty schedule shall be provided to the CSM/SSM at least five (5) calendar days before the beginning of each work-week. Daily changes must be coordinated with the CSM/SSM.
1.4.6. During the term of this contract, the coverage required for the construction site may vary. The contracting officer shall notify the contractor when changes in coverage are required. The contractor must be capable of adjusting coverage to account for schedule changes given reasonable notice. The government intends to give 30-60 day notice, but is dependent on the prime construction contractor schedule. The security contractor shall state how much time is requested to recruit, hire, train and clear personnel.
1.4.7. If applicable, the contractor shall coordinate with the CSM/SSM to develop processes and procedures to follow when Offutt Air Force Base closes or limits access due to weather, FP conditions or other emergencies.
1.4.8. Key/Security Container/Access Code Control. The contractor shall establish and implement control procedures for all issued keys, cipher locks, security container combinations, and access codes to ensure those items issued are properly safeguarded and not used by unauthorized personnel. The contractor shall not duplicate keys without the express written permission of the CSM. Lost keys shall be reported immediately to the CSM. The total cost of lost keys, re-keying or lock replacement shall be reimbursed to the Government if caused by contractor negligence. Not all keys will be left in possession of the contractor at the end of the day, some/specific keys will require to be relinquished to the government or designee at the end of the day.
1.4.9. The contractor shall ensure assigned personnel meet contractor company’s standards for dress and appearance, with the addition of government safety standards.
1.4.10. Testifying. If applicable, the contractor shall fully cooperate, as required, to testify or submit statements in administrative and criminal legal proceedings. Contractor personnel called upon to testify shall do so in a duty status. The contractor shall provide replacements for personnel who testify to ensure the requirements stipulated in this PWS are satisfied.

1.5. Deliverables.
1.5.1. Program Management Plan (PMP) The contractor shall prepare, deliver, and maintain an overall program management plan to include, but not limited to, a process for central management, liaison, and communication with the Government, configuration management plan and schedule for all SOPs, key/locks/combination/access control management plan, and overall program organization. The contractor shall deliver the PMP in both hard and soft-copy (MS Word) to the Government within thirty (30) days of contract award.
1.5.2. Personnel Training/Certification Plan, Schedule and Records.
1.5.2.1. The contractor shall provide a copy of training and lesson plans used to train and certify personnel for the requirements of this contract. The government will give special attention to training and certification of CSTs.
1.5.2.2. The contractor shall provide a quarterly ECM training/certification plan and schedule. This data item shall be prepared in mutually agreed upon format and is due by the first week of each quarter.
1.5.2.3. The contractor shall make available to the Government training/certification records for assigned ECM personnel. These records shall be maintained at the construction site for the duration of the period of performance. These training/certification records include, but are not limited to, state and local training/certification completion and status. This data item shall be prepared and delivered in mutually agreed upon format to the CSM/SSM, updated by the first week of each quarter.
1.5.3. Drug Testing/Screening Plan and Schedule.
1.5.3.1. The contractor shall have a random employee drug-screening program.
1.5.3.2. All drug testing shall be performed and documented by a certified third party medical laboratory.
1.5.3.3. The contractor is responsible for all associated costs of drug screening for contract employees.
1.5.3.4. The contractor is responsible to conduct initial drug tests for all employees prior to Government provided training.
1.5.3.5. Drug testing will meet all state and local requirements.
1.5.3.6. Drug testing will also be conducted anytime a contract employee is involved in a serious accident/incident while on duty. Accident/incidents include, but are not limited to, vehicle accidents and injury to persons or property.
1.5.3.7. Any positive drug test disqualifies the individual from employment under this contract. Employed contract personnel are subject to random drug screenings at all times.
1.5.3.8. The contractor shall conduct, at a minimum, quarterly random drug screening on 25% of the contract work force, resulting in 100% of the workforce tested within a one year period or within the term of this contract, whichever is shorter (e.g., if 100 personnel are under contract, a minimum of 100 drug test samples must be submitted within one year or less).
1.5.3.9. The contractor shall submit drug test procedures within 30 days of contract award in mutually agreed upon format.
1.5.3.10. The contractor shall notify the Contracting Officer and CSM/SSM within 72-hours of drug test result notification.

3.0. Working Space/Material/Equipment.
3.1. Government Furnished Items/Equipment. The government will provide equipment, as outlined below. The government will replace equipment when it becomes unserviceable due to fair wear and tear that is provided by the government. The contractor will replace equipment that is lost, damaged or becomes unserviceable due to contractor employee misuse or abuse. Upon termination of the contract, the contractor shall return all provided Government-furnished items/equipment. The contractor shall also return to the CSM/SSM all identification media and badges from assigned contract personnel that depart for any reason before the contract expires.
3.1.1. The Government will provide access to a security container for sensitive materials.
3.1.2. The Government will provide access codes, combinations, and keys where/when applicable. The contractor shall maintain accountability records for all code/combination/key issuance/disclosure. Records shall identify all persons in possession of code/combination/keys. Keys shall not be copied. Issuance/disclosure of codes/combination/keys to unauthorized personnel is strictly forbidden and shall result in the contractor employee being disqualified from working on the site and possible further corrective actions.
3.1.3. The Government will provide permanent security equipment to be installed in the NDO. The contractor shall reimburse the government for costs associated with damage to permanent security equipment due to contractor negligence.
3.1.4. When applicable, the government will issue construction site plans and policies necessary for the contractor to preform required duties. All plans and policies will maintain the proper control procedures required for unclassified documents.
3.1.5. Office Space/Equipment Storage. The Government will provide appropriate office space and furnishings with telephone, computer and all peripheral equipment and software with associated supplies for government personnel. Telephone access shall be for the local area calls only. Additionally, the government will provide storage for government duty equipment and government vehicle parking.
3.1.6. The Government or designee will issue construction site Entry Control Badge. Contractor shall wear the badge while on duty in a uniform manner on the outer most garment in full view above the waist.
3.1.7. The Government will provide required training for all Government-provided equipment.
3.1.8. The Government will provide required/approved video/photography equipment for CST, ECM and Observer documentation. Equipment will remain in proper/approved storage containers.
3.2. Contractor Furnished Items/Equipment. The contractor is responsible to furnish all furniture, tools and equipment necessary to perform all PWS duties and tasks.
3.2.1. The contractor shall provide chains, locks, keys, codes to secure as many as fifteen gates associated with the construction site perimeter(s). Chains shall be at least 1300 lbs tensile strength. Locks shall be comparable to Master Lock Wide Pro series Weather Tough 6121 Series or equivalent.
3.2.1.1. The contractor will provide appropriate office space and furnishings with telephone, computer and all peripheral equipment and software with associated supplies for contract personnel. Telephone access shall be for the local area calls only. Additionally, the contractor will provide storage for contractor duty equipment and contractor vehicle parking. The contractor shall establish accountability procedures for contractor personnel that addresses inventory, issue and turn in for all keys and updating rosters of persons to whom codes are given.
3.2.1.2.. The contractor shall maintain accountability records and shall ensure a continuous receipt system that identifies how many keys are in existence and to whom the keys are issued. Contractor shall maintain rosters of persons to whom codes are given. At no time shall any keys issued be duplicated without the permission of the CSM/SSM. Access codes may not be given to unauthorized persons.
3.2.2. The contractor shall provide the ECM and Observer personnel with the proper construction site equipment as identified in this PWS and CSP. All necessary equipment shall meet or exceed all National Institute of Justice (NIJ) minimum standards. The contractors shall ensure all assigned ECM and Observer personnel are trained and certified in the proper use of any equipment and material necessary under this PWS.
3.2.3. The contractor shall comply with Engineering Manual (EM) 385-1-1, Safety and Health Requirements Manual, available from the US Army Corps of Engineers web site. To ensure standardization and recognition, contractor hard hats and safety vests shall comply with the government security team’s design standard as described/listed in Appendix A. These items will be worn over any company-issued uniform clothing.
3.2.4. Contractor Vehicles.
3.2.4.1. Contractor shall provide any vehicle(s) that may be required for full contract performance to include: shift relief/breaks, PAT, training and if required, transport of ECM or Observers to and from any location in the performance of duty and accomplishment of assigned duties.
3.2.4.2. Contractor shall have the ability to immediately respond to any issues covering the area of the construction site, which encompasses approximately two sq.-miles or designated area/facility/location with special circumstances related to the build project. Any contractor provided vehicle(s) shall be capable of operating in all weather and terrain conditions.
3.2.4.3. Any contractor provided vehicle(s) shall meet all safety requirements and passenger limits at all times. Vehicle(s) shall be solid colored, with the exception of decals, in a basic color (e.g. white/off-white, black, navy blue). Contractor provided vehicle(s) shall be clearly marked vehicle(s) as designated, with legible markings on both front side doors and rear of vehicle(s). Markings shall not resemble law enforcement vehicle(s). Privately Owned Vehicles (POVs) will not be used to perform any required services.
4.0. General Information.
4.1. Personnel Qualifications.
4.1.1. The contractor shall meet all state and local-level training, licensing and certification requirements to satisfy criteria/certifications. State-level training must be performed by state-certified trainers. All training, certifications, and associated cost/fees are the responsibility of the contractor. Application of Federal immunity from state regulation does not apply.
4.1.2. The contractor shall ensure all employees are dressed and equipped according to standards, are briefed on daily events/activities, are posted and relieved from assigned duty stations appropriately, are well-versed in assigned duties and are fit for duty. As appropriate, the Lead Officer or designee shall conduct health and welfare checks throughout the shift to verify that all personnel remain fit for duty.
4.1.3. Required ECM Personnel Experience.
4.1.3.1. Shall possess a state-issued driver’s license or permit (in jurisdictions where such licenses or permits are available).
4.1.3.2. Shall be trained or able to be trained in the basic First Aid/CPR/AED which meets the OSHA guidelines and regulatory standards.
4.1.3.3. Shall have a favorable National Crime Information Center and National Agency Check.
4.1.3.4. Shall understand, be able to apply and adhere to the principles of the Privacy Act, Title 5 of the U.S. Code, Section 552a and applicable rules and regulations.
4.1.3.5. Shall understand, be able to apply and adhere to the principles of Operations Security (OPSEC) for identifying, controlling and protecting critical unclassified information per National Security Decision Directive Number 298 and DODD 5205.2 (series) DOD OPSEC Program Manual.
4.1.3.6. Shall not have any misdemeanor convictions involving moral turpitude, acts of dishonesty, assault or battery or felony convictions, nor receive any while employed in this position.
4.1.3.7. Shall be drug free and remain drug free for the duration of the employment.
4.1.3.8. Shall undergo independent 10-panel comprehensive drug test provided for by the contractor.
4.1.3.9. Shall be able to fluently read, write and speak English.
4.1.3.10. Shall possess a valid driver’s license.
4.1.3.11. Shall possess a high school diploma or equivalency.
4.1.3.12. Shall have the ability to meet and deal successfully with the general public.
4.1.3.13. Shall understand and apply printed rules, detailed orders, instructions and training materials to their assigned duties.
4.1.3.14. Shall have the ability to maintain poise and self-control under stress.
4.1.3.15. Shall have the ability to conduct “Stop & Question” of person’s found in closed and locked areas, parking lots and throughout the construction site after hours and on weekends/ holidays to ensure no criminal activity has or is taking place.
4.1.3.16. Shall be capable of detaining person(s) not to exceed manual verbal manipulation techniques while Security Forces are notified. At no time will a physical confrontation be initiated.
4.1.3.17. Shall have the ability to construct and write clear, concise, and accurate detailed reports.
4.1.3.18. Shall have some experience using a word processor or computer terminal.
4.1.3.19. Shall possess skills in telephone etiquette and office organization.
4.1.4. Standard of Appearance. The contractor’s appearance shall present a professional image. The contractor shall coordinate with the CSM/SSM to determine what presents a professional image.
4.1.5. Mental Requirements. Contract ECM personnel shall be mentally alert at all times and capable of taking prompt efficient action to mitigate emergency situations such as fire, attempted theft, espionage, sabotage and other acts detrimental to safeguarding Government personnel and property.
4.1.6. Physical Fitness. Contract ECM personnel are expected to be physically able to perform the following functions as part of assigned duties: frequent and prolonged walking, standing, sitting, stooping, climbing, crawling, jumping, occasional running or sprinting and subduing and detaining violent or potentially violent individuals. Licensed physicians provided by the contractor shall determine the physical condition of contract guard personnel. Contract personnel shall be able to lift up to 50 pounds.
4.1.6.1. Medical Examinations. The contractors shall ensure that all personnel are free from communicable diseases or any conditions that would interfere with the full performance of duties, as demonstrated by the results of a physical examination within 35 days before assignment to duty under this PWS. All contract ECM personnel assigned shall have current immunizations that meet local requirements before assignment to duty under this PWS.
4.1.6.2. Contractors will be able to abide by any/all COVID procedures set in place for construction sites, zones and personnel as directed.
4.1.6.3. Contractors shall be capable of hearing ordinary conversation at 15 feet with either ear or without benefit of a hearing aid.
4.2. Travel. The contractor may be required to attend meetings, briefings or perform other related travel. Temporary Duty (TDY) will be performed as required by the tasking, approved and authorized by the COR. All travel will be performed on a reimbursable basis. A trip/test report will be provided to the COR within five (5) workdays after completion of the trip. The contractor shall be responsible for making arrangements for all airfare, car rental, lodging and subsistence required. The contractor shall be responsible for tracking travel expenditures and reporting usage rates in the Performance and Cost Report. The Joint Travel Regulations (JTR) (Current Volume) shall be used for guidance.
4.3. Personnel Security and Administration. All contractor personnel requiring security clearances are subject to background checks and periodic reinvestigations throughout the duration of the contract.
4.3.1. Vetting/Background Investigation of Contractor Personnel. Contractor employees that require unescorted/escorted entry on the construction site will be subjected to vetting by the Government. The contractor shall provide employee information to the Government in electronic form.
4.3.2. The contractor shall not divulge any information about files, data, processing activities or functions, USERID’s, passwords or other knowledge that may be gained to anyone who is not authorized to have access to such information. Contractor personnel shall abide by all Government rules, procedures and standards of conduct.
4.4. Quality Assurance. The government will evaluate the contractor’s performance by appointing a COR or designee to monitor performance to ensure services are received. The COR or designee will evaluate the contractor’s performance through intermittent inspections of the contractor’s quality control program and receipt of complaints from personnel. The COR or designee may inspect each task as completed or increase the number of quality control inspections, if deemed appropriate, because of repeated failures discovered during quality control inspections or because of repeated customer complaints. Likewise, the COR or designee may decrease the number of quality control inspections if merited by performance. The contractor shall be responsible for initially validating customer complaints. The COR or designee will investigate the complaints received from various customers. The COR or designee will make final determination of the validity of customer complaint(s), in cases of disagreement with customer(s).
4.4.1. Quality Control. The contractor shall develop and maintain a quality program to ensure services are performed in accordance with commonly accepted commercial practices. At a minimum, the contractor shall develop quality control procedures that address the areas identified in paragraph 2, Service Delivery/Task Summary. The contractor’s quality control plan shall be submitted to the COR, designee and Contracting Officer within 30 days of contract award.
4.5. Data rights and unclassified materials.
4.5.1. The contractor shall be provided access to information required to accomplish assigned tasks commensurate with security clearance and on a need to know basis.
4.5.2. During the contract period, all data pertaining to this contract shall be returned to the Government upon contract expiration. The contractor shall not retain documents or materials generated or received under this contract after the contract ends without approval of the appropriate office of primary responsibility.
4.5.3. The Government has unlimited rights to all deliverables developed under this work statement. The contractor shall not use any materials pertaining to this contract for business development or any other vendor strategic purposes.
4.5.4. Conflict of Interest. Contractor shall identify to the Government any potential conflicts of interest and develop a mitigation plan to address them within 15 working days upon such identification. The contractor shall deliver formal mitigation plans to the Contracting Officer within 15 working days of identification.
4.6. Construction Site Orientation. Upon contract award, the Government will provide initial construction site orientation that includes, but is not limited to:
4.6.1. Construction site mission and applications to contractor duties.
4.6.2. Authorities and areas of jurisdiction.
4.6.3. Familiarization with Memorandums of Understanding or assistance agreements with local supporting agencies.
4.6.4. Emergency action procedures to include: Bomb threat, HAZMAT and dealing with explosives.
4.6.5. Communication procedures (radio, telephone and by computer).
4.6.6. Overview and demonstration for construction site monitoring systems and devices.
5.0. Other Pertinent Information or Special Considerations.
5.1. Temporary Removal of Guard Personnel Posing an Imminent Threat. The CSM/SSM or designated representative may direct the temporary removal of contractor personnel from the associated work area who pose an imminent threat to safety or Government resources. This removal will last until the incident prompting removal is resolved to the satisfaction of the Government. Such removal does not relieve the contractor of any performance requirements or create an entitlement for equitable adjustment.
